“This decision comes at a crucial time when we’ve observed repeated attempts to create social discord through misleading digital content,” a district administration official noted. “The primary objective is preventive rather than punitive, though violators will face consequences.”
The administration has warned that violations will result in strict legal action under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, the Information Technology Act, 2000, and other applicable laws, including the registration of FIRs against offenders.
The directive places significant responsibility on social media group administrators and platform intermediaries, requiring them to actively monitor and report objectionable content. This represents an expanding trend across India of holding not just content creators but also distribution channels accountable for inflammatory material.
The Senior Superintendent of Police, Jammu, and the Cyber Crime Unit have been instructed to maintain round-the-clock monitoring of online platforms. Additionally, special monitoring cells will be established at sub-divisional levels to ensure comprehensive enforcement throughout the district.

“All residents of district Jammu are directed to immediately refrain from posting, sharing, or forwarding any content falling under the prohibited categories,” the order states. It further emphasizes that “any person receiving inflammatory, communal, or inciting content on any messaging or social media platform shall not forward the same and shall promptly report it.”
The restrictions come amid growing concerns about the role of social media in amplifying communal tensions in sensitive regions of India. Jammu, which borders the volatile Kashmir Valley, has historically maintained relatively stable communal relations despite occasional flare-ups.
