Ukrainian President Volodymyr Zelenskyy issued a stark warning on Wednesday, calling on the United States and other Western allies to respond to what he described as threatening signals from Moscow indicating Russia’s preparation for prolonged conflict in 2025.

“Today, we again heard signals from Moscow that they are preparing to make next year a year of war. These signals are not only for us. It is crucial that our partners see them, and not only see them but also respond — especially partners in the United States, who often say that Russia wants to end the war,” Zelenskyy stated in a post on social media platform X.

The Ukrainian leader’s comments came in direct response to statements made by Russian President Vladimir Putin during a Defense Ministry board meeting the same day. Putin declared that Russia would accomplish its goals in Ukraine either through diplomatic means or military force.

“The goals of the special military operation will undoubtedly be achieved. We would prefer to accomplish this and address the root causes of the conflict through diplomatic means. However, if the opposing side and its foreign patrons refuse to engage in substantive dialogue, Russia will achieve the liberation of its historical lands by military means,” Putin said, according to a Kremlin transcript.

Putin’s reference to “historical lands” and creating a “security buffer zone” has raised alarms in Kyiv and Western capitals, as it suggests territorial ambitions beyond the areas Russia currently occupies in eastern and southern Ukraine.

Zelenskyy warned that Russia’s approach to diplomacy masks its true intentions: “When Russia is in this mindset, it will also undermine diplomacy — seeking, through diplomatic language and pressure over specific points in documents — to merely mask its desire to destroy Ukraine and Ukrainians, and the desire to legitimize Russia’s theft of our land.”

The Ukrainian president went further, suggesting that Russian ambitions may extend beyond his country’s borders: “And then come other countries in Europe, which someone in Russia might one day label their so-called ‘historical lands.'”

The exchange comes at a critical moment in the nearly three-year conflict, with battlefield positions largely stalemated and questions swirling about future Western support, particularly from the United States. The Trump administration has been attempting to broker peace between the warring parties, but significant obstacles remain to any negotiated settlement.

Some U.S. lawmakers continue to advocate for stronger support for Ukraine. Representative Don Bacon, a Nebraska Republican and vocal supporter of Ukraine, called for more decisive action in response to Putin’s rhetoric.

“Again… the U.S. should send 200 long-range and extremely accurate cruise missiles to Ukraine. Maybe then, Putin will get serious and seek peace. Putin started this war, and he’ll stop this war once he realizes he cannot win and that the cost of war is too high,” Bacon wrote on X.

Zelenskyy emphasized that a comprehensive response to Russian aggression requires multiple dimensions: “Real protection is needed against this Russian case history of madness, and we will continue working with all partners to ensure that protection is in place. Security measures are needed, financial measures are needed — including actions on Russian assets — political measures are needed.”

The Ukrainian leader’s appeal comes amid growing concerns about potential shifts in Western support in 2025. Military analysts have noted that Russia has been expanding its defense production and recruiting additional soldiers, suggesting preparation for sustained conflict rather than a negotiated settlement.

European leaders have also expressed worry about Russia’s intentions, particularly following Putin’s decision earlier this year to adjust Russia’s nuclear doctrine to lower the threshold for potential nuclear weapons use.

As the conflict approaches its third anniversary in February, both sides appear to be positioning for what could be another year of fighting, even as diplomatic efforts continue in the background.
