Ukraine has accused Israel of permitting the import of grain allegedly stolen by Russia from occupied Ukrainian territories, triggering a diplomatic confrontation between the two nations on Tuesday.

In a statement on social media platform X, Ukrainian President Volodymyr Zelenskyy claimed that a vessel carrying stolen grain had docked at an Israeli port and was preparing to unload its cargo. He characterized the trade as illegal and threatened sanctions against those involved in the transactions.

“In any normal country, purchasing stolen goods is an act that entails legal liability,” Zelenskyy wrote, adding that Ukrainian intelligence services were preparing punitive measures targeting companies and individuals profiting from these shipments. “We will also coordinate with European partners to ensure that the relevant individuals are included in European sanctions regimes,” the president warned.

Israeli officials quickly contested Ukraine’s account. Foreign Minister Gideon Saar announced that the country’s tax authority had launched an investigation into a ship expected to dock at Haifa port but dismissed Zelenskyy’s statements as “Twitter diplomacy.” Speaking at a press conference in Jerusalem, Saar claimed Ukraine had failed to provide sufficient information or request legal assistance through proper channels.

However, the marine tracking website MarineTraffic.com appeared to support Ukraine’s version of events, showing that the vessel in question had already been in Haifa for several days, contradicting Israel’s assertion that the ship had not entered the port.

The diplomatic tension escalated when Ukraine’s Foreign Ministry summoned Israel’s ambassador, Michael Brodsky, delivering a formal note of protest over what it described as a “continuing flow” of such shipments. Heorhii Tykhyi, a spokesman for Ukraine’s Foreign Ministry, stated that Kyiv had informed Israeli authorities about these vessels in advance and noted that more than two ships carrying allegedly stolen Ukrainian agricultural products had reached Israel.

According to Ukrainian officials, the origin of the grain has been established, and they are well aware of the concealment methods being employed, including ship-to-ship transfers in the Black Sea. Despite this evidence and formal requests to detain both vessels and cargo, Ukrainian authorities claim Israel has failed to take appropriate action.

The Ukrainian Foreign Ministry emphasized that these shipments were not isolated incidents but part of a systemic issue. Officials warned that the situation risks undermining bilateral relations between the two countries if Israel continues to allow the import of what Ukraine maintains is stolen grain.

This dispute comes amid broader tensions over Russia’s ongoing occupation of Ukrainian territories, where agricultural resources represent a significant economic asset. Since Russia’s full-scale invasion in February 2022, Ukraine has repeatedly accused Moscow of stealing grain from occupied areas and attempting to sell it on international markets.

The grain trade has been a particularly sensitive issue for Ukraine, one of the world’s largest grain exporters before the war. The conflict has disrupted global food supply chains and contributed to rising food prices worldwide, especially in developing countries dependent on Ukrainian grain.

For Israel, this diplomatic row emerges at a challenging time as the country navigates complex geopolitical relationships in the Middle East while attempting to maintain cordial relations with both Ukraine and Russia.

If Ukraine’s allegations prove accurate, they raise serious questions about the enforcement of international sanctions and the moral implications of trading in goods potentially stolen during an armed conflict. The case could also set a precedent for how the international community addresses similar situations involving disputed or allegedly stolen commodities in conflict zones.
