Russian Foreign Minister Sergey Lavrov has expressed willingness to meet face-to-face with U.S. Secretary of State Marco Rubio, signaling Russia’s desire to maintain diplomatic channels despite ongoing tensions over the Ukraine conflict.
In a statement to Russian state news agency RIA Novosti on Sunday, Lavrov emphasized the importance of continued communication between the two diplomats. “Secretary of State Marco Rubio and I understand the need for regular communication,” Lavrov said. “It is important for discussing the Ukrainian issue and promoting the bilateral agenda. That is why we communicate by telephone and are ready to hold face-to-face meetings when necessary.”
The diplomatic overture comes amid heightened tensions following a significant Russian weapons test. Just days earlier, President Vladimir Putin announced Russia had successfully tested a “nuclear-powered underwater torpedo,” a move that further strained relations between Moscow and Washington. In response to Russia’s unwavering stance on its demands regarding Ukraine, the United States canceled a planned summit between President Donald Trump and President Putin that was scheduled to take place in Budapest on October 31.
Despite these setbacks, diplomatic channels have remained active throughout the year. Since February, Rubio and Lavrov have engaged in multiple rounds of discussions. Their first meeting in Riyadh on February 18 resulted in an agreement to restore normal diplomatic mission operations and establish technical teams. A subsequent meeting in Istanbul on February 27 addressed embassy access, staffing, banking issues, and the restoration of direct air links.
The diplomats met again on July 10 in Kuala Lumpur, where Rubio delivered what he described as a “frank” message conveying President Trump’s frustration with Russia’s inflexibility. During the UN General Assembly in New York on September 24, Rubio pressed Moscow to take “meaningful steps toward a durable resolution,” according to a State Department readout.
A Russian journalist speaking anonymously from Moscow told Fox News Digital that the recent nuclear test should be interpreted as political posturing rather than a genuine escalation. “At the moment, Russia and the U.S. are trying to feel each other out in the diplomatic field. Nuclear test turmoil is a diplomatic lever and nothing more,” the journalist said, adding that both Trump and Putin appear to be employing a strategy reminiscent of Nixon’s “crazy president” approach to test each other’s resolve.
Despite ongoing diplomatic efforts, the Kremlin shows no signs of softening its position on Ukraine. “The Kremlin still wants to reach the objective of the ‘special military operation’ and is going to play it at a steady pace until Ukraine crumbles or something else happens,” the Moscow journalist explained.
Recent rumors suggesting Lavrov had fallen out of favor in Moscow have been firmly rejected by the Kremlin. On November 7, Russian officials dismissed such speculation. The anonymous Moscow journalist confirmed to Fox News Digital that these rumors lack substance, noting that Lavrov’s recent public appearances and continued role in addressing foreign policy matters indicate he remains firmly in position at the Foreign Ministry.
In his statement, Lavrov reaffirmed Russia’s conditions for ending the conflict in Ukraine. “No one questions the territorial integrity of Russia and the choice of the residents of Crimea, Donbas and Novorossiya,” he said, according to Reuters. He also mentioned that Moscow awaits U.S. confirmation that previously discussed “Anchorage agreements” regarding frozen assets remain in effect.
The ongoing dialogue between Lavrov and Rubio represents one of the few functioning diplomatic channels between Russia and the United States during a period of exceptional tension. While these communications have yet to produce significant breakthroughs on resolving the Ukraine conflict, they demonstrate that both nations recognize the importance of maintaining some level of engagement despite their profound disagreements.
