Nearly 800,000 Ukrainian homes lost power Thursday morning following a targeted Russian overnight attack on energy infrastructure, leaving residents without electricity and heat during freezing winter temperatures.

The hardest-hit regions were Dnipro and Zaporizhzhia, which experienced almost complete power outages, according to Ukraine’s acting Energy Minister Artem Nekrasov. While power has since been restored in Zaporizhzhia, hundreds of thousands of homes in Dnipro remain without essential services as temperatures plunge below 20 degrees Fahrenheit.

“Repair work is ongoing to return light and heat to consumers as soon as possible,” Nekrasov said in a statement published on the Ukrainian Energy Ministry’s official Telegram channel. Ukrainian authorities have urged residents to limit their use of high-consumption appliances to prevent renewed outages as crews work to restore service.

The energy crisis has been compounded by adverse weather conditions that have caused additional power outages in several other regions, including Chernihiv, Kyiv, Ivano-Frankivsk and Zakarpattia, further straining Ukraine’s vulnerable energy grid during the harsh winter months.

Ukrainian President Volodymyr Zelenskyy condemned the attacks as targeting civilian infrastructure rather than military objectives. “There is absolutely no military rationale in such strikes on the energy sector and infrastructure that leave people without electricity and heating in wintertime,” Zelenskyy wrote on social media platform X. “This is Russia’s war specifically against our people, against life in Ukraine – an attempt to break Ukraine.”

The attacks appear strategically timed to inflict maximum civilian hardship during the coldest part of winter, when functioning heating systems are critical for survival. Energy infrastructure has been a frequent target throughout the nearly four-year conflict, with Russian forces systematically targeting power stations, transmission lines, and heating facilities.

Local authorities in affected regions have established emergency warming centers in community buildings where residents without heat can seek temporary shelter. Humanitarian organizations are working to distribute emergency supplies, including blankets, portable heaters, and power banks to vulnerable populations.

The latest strikes come at a particularly sensitive diplomatic moment, occurring just days after Zelenskyy met in Paris with U.S. special envoy Steve Witkoff and former President Donald Trump’s son-in-law Jared Kushner. Those talks reportedly focused on security guarantees, potential ceasefire monitoring mechanisms, and plans for rebuilding Ukraine as part of broader peace negotiations.

The timing of the attacks has raised questions about Russia’s willingness to engage in meaningful peace talks, with some analysts suggesting the strikes represent a deliberate attempt to strengthen Moscow’s negotiating position by demonstrating its continued ability to inflict civilian suffering.

Ukraine’s energy sector has suffered extensive damage since Russia’s full-scale invasion began in February 2022. According to Ukrainian officials, more than 50% of the country’s energy generation capacity has been damaged or destroyed, requiring billions in international aid for emergency repairs and long-term reconstruction.

International humanitarian organizations have warned that continued attacks on civilian infrastructure during winter months could constitute violations of international humanitarian law, which prohibits targeting civilian objects and using starvation or deprivation as methods of warfare.

As repair crews work around the clock to restore power, Ukrainian officials have warned citizens to prepare for possible rolling blackouts in the coming days as the damaged system struggles to meet demand during peak usage hours.
