Russia Launches Massive Attack on Ukraine’s Energy Infrastructure Before Peace Talks
Ukrainian President Volodymyr Zelenskyy reported Tuesday that Russia carried out its largest overnight attack on Ukraine’s energy infrastructure, deploying more than 70 missiles and 450 attack drones just one day before peace negotiations are set to resume in Abu Dhabi.
The extensive assault targeted eight regions across Ukraine, including the capital Kyiv, as well as Kharkiv, Dnipro, Sumy, Vinnytsia, Odesa, and Zaporizhzhia. According to Zelenskyy, the barrage included 32 ballistic missiles and 28 cruise missiles alongside the hundreds of attack drones.
“The Russian army exploited the U.S. proposal to briefly halt strikes not to support diplomacy, but to stockpile missiles and wait until the coldest days of the year, when temperatures across large parts of Ukraine drop below -20°C,” Zelenskyy wrote on social media platform X.
Ukraine’s State Emergency Service confirmed that five people were injured in Kharkiv after a drone strike caused a fire in a high-rise residential building. Three people were rescued from the damaged structure.
The timing of the attack is particularly significant, coming just before representatives from Ukraine, Russia, and the United States are scheduled to meet in the United Arab Emirates on Wednesday and Thursday. Zelenskyy indicated that his negotiating team would adjust their approach accordingly in light of the recent strikes.
The assault also occurred shortly after a diplomatic initiative spearheaded by President Donald Trump. Last week, Trump announced that Russian President Vladimir Putin had agreed to a one-week pause in attacks on Ukraine’s energy infrastructure amid freezing temperatures that have caused widespread power and heating outages throughout the country. However, Russia resumed its attacks several days before the agreed period was set to expire.
Prior to Tuesday’s massive barrage, Russian forces had already struck a maternity ward in Zaporizhzhia and a bus carrying Ukrainian miners, resulting in 12 fatalities.
Ukrainian Prime Minister Yulia Svyrydenko characterized the latest attacks as a deliberate attempt to break Ukrainian resistance through extreme hardship. “With temperatures dropping to -25°C, Russia knowingly yet again aims to leave hundreds of thousands of people, including children and the elderly, without heating or electricity,” she said. “This is an attempt to freeze civilians into surrender.”
Despite the scale of the assault, Svyrydenko noted that “the majority of missiles and drones were intercepted” by Ukraine’s air defense forces.
Throughout the night, as air raid alerts sounded across the affected regions, residents sought shelter in subway and metro stations to protect themselves from the bombardment.
The attack comes during a critical period in diplomatic efforts to find a resolution to the conflict. U.S. special envoy Steve Witkoff met with his Russian counterpart Kirill Dmitriev in Florida on Saturday, describing those discussions as “constructive” despite the ongoing hostilities.
“We are encouraged by this meeting that Russia is working toward securing peace in Ukraine and is grateful for @POTUS’s critical leadership in seeking a durable and lasting peace,” Witkoff stated afterward on X.
The massive strike on critical infrastructure during the coldest period of the Ukrainian winter demonstrates the challenging environment in which peace negotiations must operate, with civilians continuing to bear the brunt of the conflict’s effects as diplomats prepare to convene in Abu Dhabi.
