In a stark warning delivered Wednesday, Russian President Vladimir Putin threatened to expand military operations in Ukraine if Kyiv and its Western allies reject Moscow’s terms for peace negotiations. Speaking at an annual meeting with top military brass, Putin expressed a preference for diplomatic solutions while simultaneously vowing military action if talks fail.

“Our army has seized and is firmly holding strategic initiative all along the front line,” Putin declared, adding that Russia would seek to “eliminate the root causes of the conflict” through diplomacy. However, he warned that “if the opposing side and its foreign patrons refuse to engage in substantive dialogue, Russia will achieve the liberation of its historical lands by military means.”

The Russian leader’s comments come amid renewed diplomatic efforts by U.S. President Donald Trump’s administration to end the nearly four-year conflict that began with Russia’s full-scale invasion of Ukraine in February 2022. These peace initiatives have encountered significant obstacles due to the irreconcilable demands from both Moscow and Kyiv.

Putin’s territorial demands remain unchanged. He insists that Russia retain control of four partially occupied Ukrainian regions that Moscow claimed to annex in 2022, as well as Crimea, which was illegally seized in 2014. Additionally, the Kremlin demands that Ukraine withdraw from territories in eastern Ukraine that Russian forces have not yet captured.

Other Russian conditions include Ukraine abandoning its NATO membership aspirations and accepting a prohibition on hosting troops from NATO member states—a stipulation that would effectively limit Ukraine’s sovereignty and defense capabilities.

Ukrainian President Volodymyr Zelenskyy has shown flexibility on NATO membership, suggesting he might accept alternative security guarantees similar to those offered to NATO members. However, he has firmly rejected Moscow’s territorial demands, particularly opposing Russian control over the Donetsk region.

Following meetings with U.S. envoys in Berlin, Zelenskyy described the American draft peace plan as “not perfect” but “very workable,” noting that discussions on security guarantees were advancing. He indicated the document could be finalized within days before U.S. representatives present it to the Kremlin.

Putin praised Trump’s peace efforts while disparaging European leaders, whom he derisively referred to as “piglings.” He claimed dialogue with Europe “is unlikely to become possible with the current political elites,” but suggested future engagement might occur “with a change in political elites in Europe.”

At the military conference, Russian Defense Minister Andrei Belousov outlined ambitious plans for territorial expansion, stating that recent advances in Donetsk have created conditions for rapid progress into Ukrainian-controlled areas. He also revealed Russian intentions to drive Ukrainian forces from parts of the Zaporizhzhia region and extend gains into neighboring Dnipropetrovsk.

“The key task for the next year is to preserve and accelerate the tempo of the offensive,” Belousov stated, detailing plans to enhance Russian military capabilities with a focus on drones, electronic warfare equipment, and air defense systems.

Putin also highlighted Russia’s nuclear modernization, announcing that the new Oreshnik ballistic missile—which he claims is impossible to intercept—will officially enter combat duty this month. Russia first tested a conventional version of this missile against a Ukrainian factory in November 2024.

While diplomatic efforts continue, the conflict shows no signs of abating. In Zaporizhzhia, Russian glide bombs injured at least 26 people and damaged residential buildings and infrastructure. Overnight, Russia launched 69 long-range drones against Ukraine, while Ukrainian forces reportedly sent 94 drones into Russian territory, causing damage in the Krasnodar and Voronezh regions.

The escalating rhetoric and continued aerial attacks underscore the significant challenges facing peace negotiators as they attempt to bridge the gap between Moscow’s expansionist demands and Kyiv’s determination to preserve its territorial integrity.
