North Korea has opened a memorial museum honoring soldiers killed while fighting alongside Russian forces against Ukraine, marking a significant milestone in the deepening alliance between Pyongyang and Moscow.

The inaugural ceremony took place in Pyongyang on Sunday, commemorating the one-year anniversary of what North Korea describes as the “liberation” of Russia’s Kursk border region. North Korean leader Kim Jong Un attended alongside high-ranking Russian officials, including State Duma Speaker Vyacheslav Volodin and Defense Minister Andrei Beloussov, according to the state-run Korean Central News Agency (KCNA).

During the solemn ceremony, Kim participated in burial rituals for fallen soldiers, throwing dirt over the remains of one soldier and placing flowers before others whose bodies were already in a mortuary. Both Kim and the Russian officials signed the museum’s guest book to mark the occasion.

The memorial underscores the expanding military partnership between North Korea and Russia that has accelerated since Moscow’s invasion of Ukraine in 2022. While neither country has officially disclosed the number of North Korean troops deployed to the conflict zone, South Korea’s intelligence service estimated last year that approximately 15,000 North Korean soldiers were sent to Russia, with around 2,000 believed to have been killed in combat.

In his address at the ceremony, Kim characterized the fallen soldiers as symbols of “Korean people’s heroism” and praised North Korean and Russian forces for thwarting what he termed a U.S.-led Western “hegemonic plot and military adventurism” on the Russia-Ukraine front. The North Korean leader pledged continued support for Russia’s defense of its “sovereignty and security interests.”

Russian President Vladimir Putin, in a letter read by Volodin during the ceremony, described the museum as “a clear symbol of the friendship and solidarity” between the two nations. Putin expressed confidence that the countries would continue strengthening their “comprehensive strategic partnership.”

The relationship appears set for further military integration. During a separate meeting with Kim, Defense Minister Beloussov indicated that Russia is prepared to sign a military cooperation plan with North Korea covering 2027-2031, according to Russia’s state news agency Tass.

This expanding alliance has raised significant concerns among Western powers and their Asian allies. Since Russia’s invasion of Ukraine, Kim has prioritized relations with Moscow, supplying troops and conventional weapons in what analysts describe as a mutually beneficial arrangement. North Korea is believed to receive economic assistance and possibly other support from Russia in return.

South Korea, the United States, and their partners have expressed worry that Russia may transfer high-tech military technologies to North Korea that could enhance Pyongyang’s nuclear and missile capabilities, further destabilizing the security situation in Northeast Asia.

Military experts note that North Korean troops initially struggled in combat, becoming easy targets for Ukrainian drone and artillery attacks due to their lack of battlefield experience and unfamiliarity with the terrain. However, Ukrainian military and intelligence officials have assessed that these North Korean forces are gradually gaining crucial combat experience.

More concerning to Ukraine and its allies is that North Korean troops have become instrumental in Russia’s strategy of overwhelming Ukrainian defenses through mass infantry deployments in the battle for Kursk. This tactic allows Russia to conserve some of its own forces while still maintaining pressure on Ukrainian positions.
