MI5 warns UK lawmakers that Chinese spies are trying to reach them via LinkedIn

Britain’s intelligence agency MI5 has issued a stark warning to UK lawmakers about an active Chinese espionage campaign targeting them through professional networking platforms and recruitment agents, marking an escalation in security concerns about Beijing’s intelligence activities.

In a letter to members of Parliament, House of Commons Speaker Lindsay Hoyle revealed that MI5’s “espionage alert” specifically warned that Chinese nationals were using LinkedIn profiles to make widespread contact with British lawmakers on behalf of China’s Ministry of State Security.

“Their aim is to collect information and lay the groundwork for long-term relationships, using professional networking sites, recruitment agents and consultants acting on their behalf,” Hoyle stated in his communication. MI5 emphasized that this activity was both “targeted and widespread,” prompting the unusual public alert.

The intelligence warning specifically named two LinkedIn profiles belonging to women identified as Amanda Qiu and Shirly Shen, describing them as fronts for espionage operations. However, the scope of the threat extends beyond Parliament, according to Home Office Minister Dan Jarvis, who told lawmakers that economists, think tank consultants, and government officials have faced similar targeting.

“This activity involves a covert and calculated attempt by a foreign power to interfere with our sovereign affairs in favor of its own interests, and this government will not tolerate it,” Jarvis declared in Parliament.

The Chinese Embassy in London swiftly rejected the allegations, dismissing them as “pure fabrication and malicious slander” while cautioning the UK against further actions that could damage bilateral relations. This diplomatic tension comes at a delicate time, as China remains the UK’s third-largest trading partner.

This latest warning represents a continuation of escalating security concerns about Chinese intelligence operations on British soil. The UK government is responding with concrete measures, including a £170 million ($224 million) investment to upgrade encrypted technology used by civil servants to protect sensitive work.

The timing of this alert has raised questions about the UK’s broader approach to Chinese espionage threats. It follows the controversial collapse of a high-profile espionage case in September, when charges were dropped against academic Christopher Berry and parliamentary researcher Christopher Cash just before their trial was set to begin. The pair had been accused of providing information to China that could be “prejudicial to the safety or interests” of the UK.

The Director of Public Prosecutions Stephen Parkinson explained the case was abandoned because the government refused to testify under oath that China represented a national security threat during the period of alleged offenses between 2021 and 2023. Prime Minister Keir Starmer has denied allegations of government interference in the case, but opposition parties have criticized the administration for being too cautious about jeopardizing trade relations with Beijing.

This isn’t the first time MI5 has issued such warnings. In January 2022, the agency alerted lawmakers that London-based lawyer Christine Lee was allegedly engaged in “political interference activities” coordinated with the Chinese Communist Party’s United Front Work Department, which is known for promoting Chinese influence abroad.

MI5 Director-General Ken McCallum recently emphasized the persistent nature of this threat, telling reporters last month that Chinese state actors present a national security challenge to the UK “every day.” According to McCallum, Beijing’s interference has encompassed cyberespionage, technology theft, and “efforts to interfere covertly in UK public life.”

The latest warning highlights the growing tension between maintaining valuable economic ties with China while addressing serious security concerns – a balancing act that continues to challenge UK policymakers as they navigate an increasingly complex geopolitical landscape.
