Mexican President Demands Explanation Following Deaths of US Embassy Personnel in Vehicle Accident
Mexican President Claudia Sheinbaum announced Monday that her administration will investigate the circumstances surrounding the deaths of two U.S. embassy personnel and two members of the Chihuahua State Investigation Agency (AEI) in a vehicle accident that occurred Sunday following a drug operation.
The president emphasized that her security cabinet had not been informed about the operation and questioned whether proper protocols were followed.
“It was not an operation that the security cabinet was aware of,” Sheinbaum stated. “We were not informed; it was a decision by the Chihuahua government.”
The president’s comments highlight growing tensions over foreign law enforcement activities on Mexican soil, as she pointed out that state governments must obtain authorization from Mexico’s federal government to collaborate with U.S. or other foreign entities, as mandated by the Mexican Constitution.
The fatal incident occurred when a vehicle carrying the officials went off the road and plunged into a ravine around 2 a.m. Sunday. According to César Jáuregui Moreno, Chihuahua’s state attorney general, the officials were returning from an operation targeting clandestine drug laboratories in the municipality of Morelos.
Jáuregui Moreno clarified that while U.S. personnel were present in the area, they were not directly involved in the drug lab raid. “There were no U.S. agents in the operation to secure the narco-lab,” he stated, explaining that approximately 80 officers participated in the operation – 40 from the AEI and 40 from Mexico’s Secretariat of National Defense.
According to the attorney general, AEI Director Pedro Román Oseguera Cervantes had met with U.S. Embassy instructors who were in Polanco providing training on drone operations. The U.S. personnel had requested transportation assistance and joined the convoy in which the AEI director was traveling.
The accident highlights the complex nature of U.S.-Mexico security cooperation, particularly in combating drug trafficking along their shared border. The relationship has grown increasingly intricate in recent years as both nations grapple with transnational criminal organizations operating across borders.
Mexico has historically been sensitive about foreign law enforcement operating on its territory, viewing such activities as potential violations of national sovereignty. The current administration has repeatedly emphasized the importance of respecting Mexican jurisdictional authority while maintaining cooperation on security matters.
U.S. Ambassador to Mexico Ronald Johnson expressed condolences following the incident, writing on social media: “We are deeply saddened by the tragic loss of two U.S. Embassy personnel, the Director of Chihuahua’s State Investigation Agency (AEI), and an AEI officer in this accident.”
Johnson characterized the deceased as dedicated professionals working to address “one of the greatest challenges of our time” and described the incident as “a solemn reminder of the risks faced by those Mexican and U.S. officials who are dedicated to protecting our communities.”
The accident occurs against the backdrop of ongoing bilateral efforts to combat drug trafficking organizations that continue to operate throughout Mexico, particularly in border regions like Chihuahua. These criminal networks have been responsible for significant violence and instability in parts of the country.
Chihuahua, which borders Texas and New Mexico, has long been a strategic corridor for drug trafficking operations and has experienced periods of extreme violence related to cartel activity. Joint operations between U.S. and Mexican authorities have attempted to disrupt these criminal networks, though such cooperation remains politically sensitive.
The State Department has not provided additional comments regarding the incident or the Mexican president’s call for explanations about the presence of U.S. personnel during the operation.
