Rwanda-backed M23 rebels held a controversial funeral ceremony in eastern Congo on Thursday for 22 people allegedly killed in a drone strike earlier this month, further highlighting tensions in the conflict-ravaged region.

The ceremony took place at Unity Stadium in Goma, North Kivu’s provincial capital, attended by M23 administration officials, religious representatives, and hundreds of grieving family members. According to the rebels, the victims died when Congolese armed forces (FARDC) and their allies conducted drone strikes on January 2 targeting M23 positions in Masisi territory.

M23 insists all casualties were civilians, though this claim faces scrutiny. Stewart Muhindo, a researcher from the Kinshasa-based Ebuteli research center, suggested the death toll might be exaggerated to garner international sympathy. “The figure of 22 civilians killed is greatly exaggerated,” Muhindo said, noting that according to sources in Masisi, civilian casualties likely numbered fewer than a dozen, with some coffins possibly containing combatants killed in fighting.

Congolese government spokesperson Patrick Muyaya denounced the funeral as “the height of indecency and inhumanity” in a statement on social media platform X. “No ceremony, no staged event, no fabricated narrative can erase the reality of these crimes, nor absolve the father Rwanda and the M23 who planned, ordered, and executed them,” Muyaya wrote, referencing broader accusations against the rebel group.

Promesse Hagenimana, injured in the attack, recounted the terrifying experience: “We were standing on the road in front of a concrete house. Moments later, the house exploded before our eyes. We threw ourselves to the ground. When I got up, my arm felt heavy. Next to me, a little boy was dead.”

Medical officials confirmed the severity of the attack. Dr. Théophile Kubuya Hangi, medical director of Masisi General Hospital, told the Associated Press that the facility received 47 wounded after the explosions. “Twenty-two people died from their injuries. Fourteen wounded are still hospitalized and receiving care,” he said.

The M23 administration has used the event to level accusations against Congolese President Félix Tshisekedi. Erasto Musanga, who serves as the M23-appointed governor of North Kivu, directly blamed Tshisekedi for the violence, claiming, “Even as we speak, Tshisekedi is killing more people,” and threatening legal action through the rebel group’s own justice system.

This funeral ceremony occurs against the backdrop of ongoing peace negotiations between the rebel group and the Congolese government, aimed at ending decades of conflict in the mineral-rich eastern region. Despite recent diplomatic efforts, including a U.S.-brokered agreement between Congo and Rwanda, fighting continues on multiple fronts.

The conflict in eastern Congo represents one of the world’s most severe humanitarian crises. According to United Nations figures, more than 7 million people have been displaced by the violence. The M23 rebel group has grown substantially in recent years, expanding from hundreds of members in 2021 to approximately 6,500 fighters today, according to UN estimates.

Congo, the United States, and UN experts have consistently accused Rwanda of supporting M23, allegations that add another layer of complexity to the regional tensions. Eastern Congo’s rich mineral resources make it a strategic prize, with more than 100 armed groups competing for territory and influence along the Rwanda-Congo border.

The administrator of Masisi territory, Emmanuel Ndizeye, noted during the ceremony that the area had experienced “a series of bombings” and that the bodies transferred to Goma represented only those from areas accessible by road. “In some localities, insecurity and the state of the roads do not allow for the evacuation of victims, who have been buried on site,” he explained.

As peace talks continue, this symbolic burial underscores the immense human cost of a conflict that shows few signs of resolution despite international diplomatic efforts.
