Israeli Intelligence Uncovers Hamas Financial Network Operating in Turkey

Israeli security agencies have exposed what they describe as a secret Hamas money-exchange network operating in central Turkey under Iranian direction, according to intelligence documents released this week.

The Israel Defense Forces (IDF) and Israel Security Agency (ISA) claim exiled Gazans based in Turkey have leveraged the country’s financial infrastructure to transfer hundreds of millions of dollars to Hamas, its senior officials, and operations aimed at rebuilding the group’s capabilities outside Gaza.

According to the agencies, the network functions with direct cooperation from the Iranian regime. The newly exposed documents include records of currency transfers amounting to hundreds of thousands of dollars, which Israeli officials say represent only a small fraction of the overall activity.

“This is not just a financial concern but a strategic warning signal,” said Sinan Ciddi, a Turkey expert at the Foundation for Defense of Democracies, in an interview with Fox News Digital. “Iran is embedding itself deeper into Turkey’s economic ecosystem and enabling a regional proxy to regenerate and project forces.”

The Israeli intelligence identifies three key Gazan operatives working in Turkey as central figures in the network: Tamer Hassan, described as a senior official in Hamas’s finance office operating directly under Khalil al-Hayya; and currency exchangers Khalil Farwana and Farid Abu Dair.

Israeli officials claim that Iran’s financial backing has remained steady throughout the ongoing conflict, allowing Hamas to continue rebuilding its operational capabilities beyond Gaza’s borders. If left unchecked, experts warn the network could fuel future attacks and expand Hamas’s regional influence.

The timing of these revelations is significant, coming amid ongoing U.S. debates over Turkey’s regional role and its relationship with Hamas. Turkey has hosted Hamas figures for years and President Recep Tayyip Erdoğan has sought a leading role in postwar Gaza, including proposing Turkish troops participate in a U.S.-backed stabilization mission.

Gonul Tol, senior fellow at the Middle East Institute and author of “Erdoğan’s War,” told Fox News Digital that Turkey’s position on Gaza is deeply connected to domestic politics. “Erdoğan has always framed himself as the champion of the Palestinian cause, and he’s often pushed by his most conservative constituency to take a strong stance against Israel,” Tol said.

However, Tol noted that Erdoğan has shown pragmatism behind the scenes, particularly in dealings with Washington. “People in his circle say the Hamas leadership had been asked to leave Turkey quietly. They are doing everything not to anger the Trump administration,” she added, mentioning that Erdoğan even pushed Hamas to accept Trump’s Gaza proposal despite provisions unfavorable to the organization.

Israeli officials have consistently argued that Turkey’s permissive environment has allowed Hamas to operate external networks, including financial operations backed by Iran. They suggest this newly released intelligence underscores the risks of allowing Turkey deeper involvement in Gaza’s future.

Critics like Ciddi argue the presence of Turkish-based operatives demonstrates how Hamas has diversified its financial footprint to evade sanctions and border controls. The sophisticated network allows funds to flow despite international efforts to isolate the group financially.

In announcing their findings, the IDF and ISA warned individuals and institutions against engaging with the exposed network or any other financial arms linked to Hamas, stating such interactions risk contributing to terrorist financing and aiding Hamas’s attempts to reconstitute its infrastructure abroad.

The Turkish Embassy did not respond to requests for comment on these allegations. The revelations come at a sensitive time when Turkey’s role in regional stabilization efforts is under intense scrutiny, particularly as discussions continue about potential Turkish participation in Gaza’s post-conflict security arrangements.
