US Brokers Landmark Israel-Syria Diplomatic Meeting in Paris

The United States, Israel, and Syria announced Tuesday that senior officials from Israel and Syria have met in Paris under U.S. mediation, marking a significant diplomatic breakthrough aimed at reducing regional tensions and establishing new security coordination mechanisms.

In a joint statement released by the three governments, the talks were described as part of President Donald Trump’s broader vision for advancing peace in the Middle East. The discussions centered on respect for Syria’s sovereignty and stability, Israel’s security needs, and potential economic opportunities that could benefit both nations.

“The United States commends these positive steps and remains committed to supporting the implementation of these understandings, as part of broader efforts to achieve enduring peace in the Middle East,” the statement read, emphasizing that “when sovereign nations cooperate in a respectful and productive way, prosperity will be unleashed.”

A key outcome of the Paris meeting was an agreement to establish a “joint fusion mechanism” – essentially a dedicated communication cell designed to facilitate ongoing coordination in several critical areas: intelligence sharing, military de-escalation, diplomatic engagement, and commercial opportunities. The United States will provide supervision for this mechanism.

The Israeli Prime Minister’s Office issued a separate statement highlighting Israel’s priorities in the negotiations, including ensuring the security of its citizens, preventing threats along its borders, promoting regional stability, and advancing economic cooperation. Notably, the statement also mentioned safeguarding the security of Syria’s Druze minority population – a point of particular concern for Israel.

The Paris talks primarily focused on security arrangements along the Israeli-Syrian border, with an emphasis on reviving elements of the 1974 disengagement agreement that established a UN-monitored buffer zone between the two countries. According to a Syrian official speaking anonymously to The Associated Press, Damascus is seeking the reactivation of this agreement and a withdrawal of Israeli forces to positions held before December 2024.

“Syria’s position is centered on restoring sovereignty and preventing further escalation,” the official noted. A French diplomat confirmed to the AP that the Paris discussions took place under U.S. mediation, with French diplomatic support.

While the public framing of these talks emphasized security concerns, Israeli media reports suggest a more ambitious agenda may be developing. According to Channel 12 News, the Trump administration has put forward a proposal for expanded Israel-Syria economic cooperation that goes beyond security arrangements.

This proposal reportedly envisions creating a joint economic zone along the existing demilitarized strip. The zone would remain demilitarized but host significant infrastructure developments including wind power facilities, a crude oil pipeline, data centers, and pharmaceutical manufacturing plants. There are even plans for a ski resort in the area.

If implemented, such a plan could generate an estimated $4 billion in GDP growth for Syria – approximately 20% of its current economic output – along with an 800-megawatt increase in power capacity, 15,000 new jobs, and a 40% reduction in pharmaceutical dependency. For Israel, the plan offers an opportunity to transform what has long been a tense military buffer zone into what Channel 12 described as a “dynamic economic corridor,” potentially reducing long-term military spending along its northern border.

The renewed diplomatic engagement follows a meeting last week between President Trump and Israeli Prime Minister Benjamin Netanyahu in Florida. According to Israeli media, the United States has also proposed establishing a joint American-Israeli-Syrian operations room in Amman, Jordan. This facility would manage security in southern Syria and serve as a framework for negotiations on demilitarization and a potential Israeli withdrawal from areas seized following the collapse of the Assad regime.

The Paris talks represent one of the most significant diplomatic developments between Israel and Syria in decades, potentially opening a path toward normalization that has eluded previous peace efforts in the region.
