Philippine Congressional Committee Rules “Probable Cause” to Impeach Vice President Duterte

A Philippine congressional committee has unanimously ruled there is “probable cause” to impeach Vice President Sara Duterte following allegations of unexplained wealth, misuse of state funds, and threats to have President Ferdinand Marcos Jr. assassinated.

The decision by the 53-member House justice committee advances two impeachment complaints to the full House of Representatives, which has more than 300 lawmakers. If impeached by the House, which is dominated by allies of President Marcos, Duterte will face trial in the Senate.

The impeachment complaints focus on Duterte’s alleged illegal use and mishandling of intelligence funds during her time as vice president and while serving as education secretary under the Marcos administration. Duterte has denied any wrongdoing but has repeatedly refused to address specific allegations in detail.

During Wednesday’s hearing, the National Bureau of Investigation testified that comments made by Duterte during a 2024 online news conference posed a threat to national security. In those remarks, she allegedly suggested that Marcos, his wife, and the House speaker could be killed if she herself were assassinated.

Rep. Gerville Luistro, who chairs the justice committee, criticized Duterte for failing to appear at six televised hearings and for petitioning the Supreme Court to halt the impeachment inquiry. The inquiry has examined multiple allegations, including unexplained bank transactions over the years that Duterte allegedly failed to declare as required by law.

“If there is nothing to hide, there is no reason to hide, there is no reason to obstruct,” Luistro stated at the beginning of Wednesday’s committee hearing. “The only people who fear the disclosures of these transactions are those with dirty secrets.”

Duterte’s legal team responded to the committee’s decision by claiming that “the proceedings before the committee departed from the constitutional design.” They argued that instead of focusing solely on the verified complaints and their attachments, “the process expanded into matters that properly belong to a full trial,” though they did not provide specific examples.

The impeachment push comes amid heightened political tensions in the Philippines. Duterte’s husband, Manases Carpio, filed criminal complaints on Monday against Luistro and other legislators and officials after government records of the couple’s bank transactions were made public during a recent House hearing. The couple alleges these disclosures violated the country’s bank secrecy laws.

Political observers note that opposition to Duterte has intensified since she declared her intention to seek the presidency in the 2028 elections. Despite the controversies surrounding her, independent surveys indicate she remains popular with many Filipino voters.

This is not the first impeachment attempt against the vice president. Most of the current allegations were included in a previous impeachment complaint that Duterte survived on a technicality last year. Although the House voted to impeach her then and sent the case to the Senate for trial, the Supreme Court ruled that the lower chamber had violated a constitutional provision limiting the processing of impeachment cases to one per year.
