Former Zelenskyy Associate Accused of Orchestrating $100 Million Embezzlement Scheme

Ukrainian authorities have identified Tymur Mindich, a former business partner of President Volodymyr Zelenskyy, as the alleged mastermind behind a massive $100 million embezzlement operation involving Ukraine’s state nuclear power company.

According to Ukraine’s National Anti-Corruption Bureau (NABU), Mindich allegedly established an elaborate corruption network to control key state-owned enterprises, primarily targeting Energoatom, the country’s nuclear power provider. The scheme reportedly involved Mindich exerting influence through loyalists who pressured contractors for kickbacks as high as 15% to bypass bureaucratic obstacles.

The revelation comes after an extensive 15-month investigation by NABU that included approximately 1,000 hours of wiretapping and resulted in 70 raids across Ukraine. President Zelenskyy was not implicated in the investigation and has since imposed sanctions against his former associate once the anti-corruption findings emerged.

“Any effective actions against corruption are very needed. The inevitability of punishment is necessary,” Zelenskyy stated in an evening address following the announcement of the investigation’s findings.

Mindich, who co-owned Zelenskyy’s production company Kvartal 95 before the president entered politics, remains at large. According to Politico, he fled to Israel as the investigation closed in on him. Sources confirmed to the Kyiv Independent that law enforcement searched properties connected to Mindich on November 10, but he had been tipped off and escaped before authorities arrived.

The scandal has sent shockwaves through Ukraine’s government. Justice Minister Herman Halushchenko, who served as Energy Minister from 2021 to 2025, was also reportedly subject to raids as part of the investigation, highlighting the far-reaching nature of the alleged corruption network.

Anti-corruption activist Tetiana Shevchuk of Ukraine’s Anti-Corruption Action Center told The Associated Press that the investigation confirms long-standing suspicions about Mindich’s influence. “What we were hearing only as rumors now has some evidence,” she said. “For a long time we have heard that Tymur Mindich is a shadow controller of the energy sector.”

Shevchuk expressed particular concern about the timing and nature of the corruption. “He would have never been in politics, never been in a position of power or business without his connection to Zelenskyy, and this magnitude is worse because it’s happening during war time, and it is related to energy infrastructure at a time when Ukrainians don’t have electricity in their homes,” she explained.

The corruption scandal emerges at a particularly sensitive moment for Ukraine, which continues to face Russian aggression while working to strengthen its institutions to meet European Union standards. Ukraine has made combating corruption a priority as it pursues EU membership and works to maintain international support for its defense efforts.

This is not the only investigation involving Mindich. NABU is reportedly conducting a separate probe into his dealings with Ukraine’s top drone manufacturer, Fire Point, though findings from that investigation have not yet been released.

The revelation has prompted several high-ranking officials in the Zelenskyy government to submit their resignations, suggesting the corruption network may have deeper connections within the administration than initially suspected.

The case represents one of the most significant corruption investigations in Ukraine since the Russian invasion began in 2022. It demonstrates the Ukrainian government’s stated commitment to rooting out corruption even when it involves individuals with close ties to the country’s leadership, a position Zelenskyy has repeatedly emphasized as crucial to Ukraine’s future European integration.

For a nation receiving billions in international aid for its defense and reconstruction, the exposure of such high-level corruption poses significant challenges to maintaining donor confidence while highlighting the progress of Ukraine’s anti-corruption institutions.
