Florida’s attorney general announced Wednesday the reopening of a state criminal investigation into former Cuban leader Raul Castro’s alleged role in the deadly 1996 shootdown of planes operated by anti-communist exiles.
During a news conference in Miami, Attorney General James Uthmeier said the investigation, which began several years ago but was later halted by the Biden administration, will now continue.
“When this came to my attention, we reactivated the files,” Uthmeier said. “So yes, that investigation will be ongoing.”

“We believe unequivocally that Raul Castro is responsible for this heinous crime,” the lawmakers wrote. “It is time for him to be brought to justice.”
Uthmeier echoed these sentiments during Wednesday’s news conference, emphasizing the need for accountability if crimes were committed against Florida citizens. “I can’t really say too much more at this point, but we are going to continue this investigation,” he said. “I know a lot of members of the state legislature and other people here in Florida would like to see some resolution and ideally accountability.”
The attorney general’s office did not provide additional details when asked for further comment. Cuban government officials have also not responded to requests for comment regarding the investigation’s reopening.
The Brothers to the Rescue incident has long been a flashpoint in U.S.-Cuba relations. The organization, founded in 1991, was known for flying over the Florida Straits to spot Cuban rafters attempting to reach U.S. shores. Three other individuals—two fighter jet pilots and their commanding officer—have been indicted in the United States but remain beyond the reach of American law enforcement while in Cuba.
