FBI Thwarts Teen’s Alleged New Year’s Eve Terror Plot in North Carolina

Federal agents have disrupted what they describe as an Islamic State-inspired attack planned for New Year’s Eve in North Carolina, arresting an 18-year-old man who allegedly intended to target customers at a grocery store and fast-food restaurant.

Christian Sturdivant was charged with attempting to provide material support to a foreign terrorist organization after FBI agents arrested him on Wednesday. According to authorities, Sturdivant had pledged loyalty to the Islamic State group and shared plans to attack civilians with knives and a hammer.

“At no point was the public in harm’s way,” U.S. Attorney for western North Carolina Russ Ferguson told reporters at a news conference following Sturdivant’s federal court appearance on Friday. The suspect remains in custody with another hearing scheduled for January 7.

Court documents reveal that FBI officials placed Sturdivant under round-the-clock surveillance during the days leading up to his arrest, including on Christmas, amid concerns he might attempt violence before the planned New Year’s Eve attack. Agents were prepared to intervene immediately if he left his home with weapons.

During searches of Sturdivant’s residence and phone, investigators discovered what they described as a manifesto detailing his attack plans. FBI Special Agent in Charge James Barnacle told reporters that the suspect “was willing to sacrifice himself” during the planned assault.

“He hoped to die by the hands of police,” according to a handwritten note found in Sturdivant’s trash can that outlined the number of intended victims at a Burger King restaurant and an unnamed grocery store. Ferguson confirmed that Sturdivant was employed at a Burger King but declined to specify whether it was the same location mentioned in the plans, citing the ongoing investigation.

The FBI affidavit states that the investigation began last month after authorities connected Sturdivant to social media accounts posting content supportive of IS, including imagery promoting violence. The account’s display name referenced Abu Bakr al-Baghdadi, the former leader of the extremist group killed during a U.S. military operation in 2019.

This wasn’t Sturdivant’s first encounter with law enforcement. The affidavit reveals that he had been on the FBI’s radar since January 2022, when he was still a minor, after officials learned he had communicated with a suspected IS member in Europe. At that time, he reportedly received instructions to dress in black, knock on people’s doors and attack them with a hammer. According to investigators, Sturdivant had set out for a neighbor’s house armed with a hammer and knife but was restrained by his grandfather.

The disrupted plot comes exactly one year after 14 people were killed in New Orleans by a U.S. citizen and Army veteran who had proclaimed support for IS on social media, highlighting the continued domestic threat posed by IS-inspired individuals.

Security experts note that the Islamic State remains powerful today partly as a brand, inspiring both organized militant groups and lone individuals to carry out attacks without direct operational control from the organization itself.

The FBI has previously used sting operations to foil similar plots, with agents posing as terror supporters to identify potential threats. This approach has drawn criticism from some who argue it can amount to entrapment of mentally vulnerable individuals who might lack the capacity to act alone.

If convicted, Sturdivant faces up to 20 years in prison, according to court documents.

The North Carolina case is not the only New Year’s Eve threat disrupted by federal authorities. Last month, the FBI in Los Angeles announced the arrest of members of an extremist anti-capitalist and anti-government group who allegedly planned to bomb multiple sites in southern California during year-end celebrations.

These incidents follow a pattern of IS-inspired attacks over the past decade, including the 2015 shooting rampage by a husband-and-wife team that killed 14 people in San Bernardino, California, and the 2016 massacre at the Pulse nightclub in Orlando, Florida, where a gunman fatally shot 49 people.
