In a significant terrorism case, Canadian authorities have charged a Toronto man with conspiring with ISIS and committing targeted hate crimes against Jewish community members, officials announced Friday.
Waleed Khan, 26, faces serious terrorism charges including conspiring to commit murder for a terrorist group, providing funds and property to ISIS, and aiding terrorist activity. According to the Royal Canadian Mounted Police (RCMP), the alleged crimes occurred between June 17 and August 17 of this year.
The case took an additional disturbing turn as investigators revealed Khan, along with two accomplices, was allegedly involved in several violent attacks against women and members of Toronto’s Jewish community.
Osman Azizov, 18, and Fahad Sadaat, 19, were arrested alongside Khan in connection with two attempted kidnappings in the Greater Toronto Area. The first incident occurred in May, when authorities say three men—one armed with a handgun and another with a knife—approached a woman and attempted to force her into a vehicle. The suspects reportedly fled when another motorist intervened.
In a similar incident less than a month later, the three men allegedly approached two women while carrying a handgun, rifle, and knife. Police reports indicate they chased the victims until a witness stepped in, forcing the attackers to retreat.
The investigation deepened after the arrests when police discovered an arsenal of firearms and evidence suggesting the commission of additional hate crimes specifically targeting members of the Jewish community. This evidence apparently established links between the violent attacks and Khan’s alleged ISIS connections.
“What began as armed, coordinated attempts to kidnap women led to significant arrests and charges, stopping a dangerous escalation of hate-motivated crimes and terrorism across the Greater Toronto Area and beyond,” said Peel Regional Police Chief Nishan Duraiappah in a statement.
The case emerges amid growing concerns about terrorism and extremism in Canada. Security experts have noted an increase in ISIS-inspired plots worldwide, with lone actors or small cells targeting vulnerable communities. The combination of terrorism charges with hate crime allegations highlights the complex and evolving nature of extremist threats.
In total, 79 charges have been filed against the three men. Each faces 14 charges, including attempted kidnapping with a firearm, sexual assault with a weapon, and hate crimes. The terrorism charges specifically against Khan represent some of the most serious offenses in the Canadian criminal code.

The arrests come at a time of heightened vigilance for Canadian authorities, who continue to monitor potential terrorist threats across the country. Officials have not yet revealed details about Khan’s specific connections to ISIS or how he allegedly communicated with the terrorist organization.
All three suspects remain in custody as the investigation continues. Authorities have not ruled out additional charges as they examine evidence and potential links to other incidents.
