Bulgaria’s parliament has officially appointed former president Rumen Radev as the country’s new prime minister, marking a significant shift in the nation’s political landscape after months of instability.
In a parliamentary vote on Friday, lawmakers approved Radev’s appointment with 124 votes in favor, 70 against, and 36 abstentions, entrusting him with the challenging task of steering Bulgaria through multiple economic and social crises.
“We have no illusions about the crises and trials facing the government,” Radev told lawmakers in his address to parliament, citing “galloping prices, budget, missing reforms, a severe global energy crisis and escalating conflicts” as immediate challenges his administration will confront.
The 62-year-old former fighter pilot resigned from his largely ceremonial role as president in January, several months before the end of his second term, to pursue the more powerful position of prime minister. His decision came after Bulgaria’s previous conservative government collapsed in December amid widespread anti-corruption protests that drew hundreds of thousands of predominantly young demonstrators to the streets.
Radev’s political ascent has been fueled by his strong anti-corruption stance, portraying himself as an adversary of what he calls the “entrenched mafia” and their connections to high-level politicians. During his campaign, he pledged to “remove the corrupt, oligarchic model of governance from political power,” a message that resonated strongly with Bulgarian voters frustrated by decades of endemic corruption.
His Progressive Bulgaria party secured a decisive victory in the April 19 parliamentary election, winning 131 seats in the 240-seat legislature, providing him with a solid majority to implement his agenda.
Before entering politics, Radev built his career in the military, serving as the Bulgarian air force commander. His credentials include a Master of Strategic Studies degree from the U.S. Air War College, which he earned in 2003. This combination of military background and political experience has attracted diverse supporters, divided between those hoping he will tackle corruption and those who align with his euroskeptic and Russia-friendly positions.
Radev’s perceived pro-Russian stance has raised concerns about Bulgaria’s future role within European Union policymaking. As a member of both the EU and NATO, Bulgaria occupies a strategically important position in the region, particularly given the ongoing conflict in neighboring Ukraine.
However, political analysts suggest that Radev’s approach may remain more moderate than some fear, unlike the policies pursued by former Hungarian Prime Minister Viktor Orbán. This moderation is partly attributed to Bulgaria’s significant dependence on European funding for its economic development.
“He will more likely seek to dilute Sofia’s support for Kyiv, for which Bulgaria is a key supplier of ammunition, and push for the resumption of Russian oil and gas imports, prioritizing lower-cost energy supplies,” explained Florence Thiéry, an analyst at the Credendo insurance group.
Despite these potential shifts in foreign policy, Thiéry added that “Bulgaria’s full accession to the Schengen Area and its recent adoption of the euro are expected to support continuity in foreign policy, making a reversal of its Euro-Atlantic stance unlikely.”
Radev’s government faces the immediate challenge of addressing Bulgaria’s persistent economic issues, including high inflation, budget constraints, and the need for structural reforms. As the European Union’s poorest member state, Bulgaria continues to struggle with economic development despite receiving substantial EU funding over the years.
The new prime minister’s ability to balance his domestic reform agenda with Bulgaria’s international commitments will be closely watched by European partners and neighboring countries in the coming months, as he attempts to fulfill his campaign promises while maintaining Bulgaria’s position within the European community.
