Six hotel staff and pest control workers faced trial in Turkey on Tuesday over the deaths of a German-Turkish family of four who were fatally poisoned by insecticide while vacationing in Istanbul last November.
The Bocek family—parents Servet and Cigdem, along with their children Kadir Muhammet, 6, and Masal, 3—were staying at the Harbour Suites Old City hotel in Istanbul’s Fatih district when tragedy struck. According to state-run Anadolu news agency, the family initially sought medical attention on November 12, complaining of nausea and vomiting before returning to their accommodations. The following day, their condition deteriorated drastically, requiring ambulance transport to a hospital where both children died. Their mother succumbed to poisoning on November 14, followed by their father three days later.
Court documents presented to the Istanbul 30th High Criminal Court revealed disturbing details about the incident. Hotel receptionist Muhammad Moeen, bothered by the strong chemical odor emanating from the treated room, left and locked the hotel’s entrance door. This created a critical seven-minute delay before emergency medical personnel could access the family. Security footage from that night showed Servet Bocek carrying his daughter to the reception area and desperately attempting to break through the glass door to escape.
The indictment cited this delay as a significant factor contributing to the family’s deaths, along with inadequate safety precautions during pesticide application and the absence of staff trained to handle emergencies.
While the case was initially investigated as potential food poisoning, subsequent inspections uncovered traces of phosphine gas—a highly toxic substance capable of causing severe respiratory problems and organ damage—on towels, masks, and swab samples collected from the hotel premises.
The now-shuttered Harbour Suites was among many budget accommodations situated within walking distance of popular Istanbul tourist attractions such as the Blue Mosque and Hagia Sophia. Its closure highlights growing concerns over safety standards in Turkey’s hospitality industry, particularly in the budget sector.
Prosecutors are pursuing substantial prison sentences against the defendants. Hotel owner Hakan Oglak, pest control company DSS owners Zeki Kisi and Serkan Kisi, DSS worker Dogan Cagferoglu, and receptionist Moeen face between 2 years and 8 months to 22½ years for causing multiple deaths through negligence. Another hotel employee, Rustemsha Batyrov, faces 2 to 15 years on similar charges.
The indictment revealed alarming lapses in safety protocols and certification. Cagferoglu, who applied the lethal chemicals to the ground floor room directly below the Boceks’ accommodations, lacked proper certification to handle hazardous substances. The pest control company itself operated without proper certification and employed aluminum phosphide, a substance deemed inappropriate for residential applications. Additionally, the company employed unauthorized personnel and failed to implement basic safety measures.
Hotel owner Oglak stands accused of approving the use of dangerous chemicals by unqualified staff, neglecting to implement safety measures during the application process, and failing to evacuate hotel guests.
Three other tourists staying at the Harbour Suites during the same period also experienced symptoms of poisoning but recovered after receiving medical treatment.
In a disturbing development reported on Tuesday, a similar tragedy claimed the lives of two Dutch teenagers at another hotel in Istanbul’s Fatih district just months before the Bocek family incident. Brothers Jamil Yusuf Mohammed, 17, and Yazdani, 15, died from phosphine poisoning at the Grand Sami Hotel on August 22, 2023. Their father, Rashid, survived after hospital treatment. According to Demiroren News Agency, five hotel staff members and pest control workers have been charged and jailed pending trial in connection with those deaths.
These incidents have intensified scrutiny of Turkey’s hotel safety regulations and oversight, particularly following a devastating fire at a ski resort hotel in northwest Turkey in January 2023 that killed 78 people. Advocates are calling for stricter enforcement of safety standards and more rigorous inspection regimes to prevent similar tragedies in the future.
