The six-month investigation, funded by the German Federal Foreign Office, reveals how both domestic and external actors are actively working to undermine European Union influence in the region.

The Monitoring Influence and Disinformation Campaigns in the Western Balkans (MEDIWEB) study analyzed media content from Bosnia and Herzegovina, Kosovo, North Macedonia, and Serbia between December 2023 and June 2024. Researchers employed multiple methodologies, including traditional media monitoring, social media data analysis, and examination of existing information sources.

According to the findings, the primary vectors for disinformation are not external agents but rather local political figures and partisan media outlets. These domestic actors serve as the main amplifiers and disseminators of misleading narratives. However, the research also documented systematic efforts by foreign entities to diminish the EU’s standing and influence across the region.

The study highlights significant variations in disinformation landscapes between countries. Serbia emerges as particularly concerning, with President Aleksandar Vučić’s administration functioning as the central hub for pro-Kremlin messaging in the Western Balkans. This positioning raises questions about Serbia’s declared policy of balancing between European integration and maintaining traditional ties with Russia.

In Bosnia and Herzegovina, researchers identified coordinated campaigns attempting to rewrite the historical narrative of the post-Yugoslav era. North Macedonia presents another troubling case study, with the research revealing growing EU skepticism among institutions that previously championed European integration. This shift signals a potential weakening of North Macedonia’s Euro-Atlantic orientation, which has been a cornerstone of its foreign policy since independence.

Looking forward, the study outlines several emerging threats that could exacerbate regional instability. Researchers predict that Russia will continue leveraging influence operations in the Western Balkans to obstruct Euro-Atlantic cooperation and divert international attention from its ongoing war in Ukraine. The Kremlin’s information campaigns appear strategically designed to exploit historical grievances and current political vulnerabilities throughout the region.

The recent U.S. presidential election adds another layer of complexity to this geopolitical picture. Uncertainty regarding America’s future strategic commitments to the region could potentially amplify existing threats, particularly if trans-Atlantic cooperation weakens. Any perception of diminished American engagement would likely embolden actors seeking to expand anti-EU and anti-NATO narratives.

Perhaps most concerning is how stalled EU enlargement prospects are affecting regional governance. The study suggests that as EU membership becomes increasingly remote for Western Balkan nations, their governments have fewer incentives to strengthen democratic institutions or improve governance standards. This deterioration creates fertile ground for disinformation to flourish while simultaneously opening doors for geopolitical competitors to gain influence at Europe’s expense.

The MEDIWEB findings come at a critical juncture for European security, with multiple conflicts and challenges threatening continental stability. As the Western Balkans have historically served as a flashpoint for broader European tensions, the documented rise in coordinated disinformation presents a significant challenge to regional security architecture.

European policymakers will need to consider these findings carefully as they navigate relations with Western Balkan nations, particularly as both Russia and China continue strategic efforts to expand their influence in what has traditionally been considered Europe’s backyard.
