London Mayor Accuses Social Media of Failing to Combat Disinformation About City

London Mayor Sir Sadiq Khan has launched a scathing critique of social media companies, accusing them of allowing a “dark blizzard of disinformation” about London’s crime rates and racial integration to flourish on their platforms.

Speaking at the Cambridge Disinformation summit on Thursday, Khan presented research conducted by the Greater London Authority’s (GLA) Intelligence Unit showing a significant increase in false information targeting London’s reputation. The mayor claimed these narratives are deliberately aimed at undermining London’s status as “one of the most successful multicultural societies on Earth.”

“Disinformation has become an industry: an ‘outrage economy’ organised around a ‘division dividend’ which allows people to profit from poison,” Khan said. “And today, the captains of the ‘outrage economy’ have London in their sights.”

The GLA research revealed that while posts related to London increased by approximately 7 percent over the past two years, narratives portraying “London in decline” surged by up to 200 percent. The analysis drew from mainstream platforms including X (formerly Twitter), Facebook, Instagram, Reddit, and YouTube, as well as smaller platforms like Telegram, VK, and Weibo.

According to the report, London is increasingly targeted by misleading online content that exaggerates fears about knife crime, violence against women and girls, migration issues, and policing effectiveness. Many of these posts reportedly originate from accounts linked to far-right extremists, the Kremlin, Beijing, and supporters of former U.S. President Donald Trump’s “Make America Great Again” movement.

The spread of AI-generated content has further complicated the situation, with fake videos purporting to show a dystopian future London gaining thousands of likes. These fabricated portrayals contribute to what officials describe as a growing international perception that London is unsafe to visit, despite evidence to the contrary.

Metropolitan Police Commissioner Sir Mark Rowley addressed these misconceptions earlier this year, releasing data showing London recorded 97 homicides in 2025, the lowest number since 2014, despite population growth. London’s homicide rate of 1.1 per 100,000 residents is significantly lower than New York (2.8), Chicago (11.7), Berlin (3.2), and Milan (1.6).

Khan has called for decisive action on multiple fronts. He urged social media companies to voluntarily tackle falsehoods circulating on their platforms, including AI-generated misinformation. Failing this, he emphasized that government intervention would be necessary.

“We need more aggressive enforcement of the rules we already have,” Khan stated, arguing that regulators like Ofcom require enhanced powers. He also advocated for establishing a new central body with “the agility and authority to protect our democracy from disinformation.”

In a direct appeal to tech giants, Khan sent letters to YouTube, Meta, Snapchat, and TikTok requesting “specific accounts” of their efforts to “identify and disrupt coordinated inauthentic behavior” targeting London. He also urged these companies to make their data available to independent researchers for ongoing monitoring of disinformation campaigns.

Meta, parent company of Facebook and Instagram, responded that it “constantly” works to disrupt coordinated behavior and is reviewing the GLA’s research. TikTok, though not included in the research, expressed willingness to engage with the mayor on these issues. Reddit stated its platform rules “strictly prohibit manipulated content and misleading behavior,” while Telegram maintained that “calls to violence are forbidden and are removed whenever discovered.”

As of reporting time, X, YouTube, Snapchat, VK, and Weibo had not yet responded to requests for comment.

The mayor’s intervention highlights growing concerns about how social media can shape public perception of global cities and the potential economic and social consequences of unchecked disinformation. Tourism officials worry that persistent negative narratives could damage London’s appeal as a destination, despite the city’s actual safety record comparing favorably with other major urban centers worldwide.
