In a significant escalation of its campaign against online misinformation, the Philippine government has filed formal complaints against three Facebook accounts accused of spreading false information about President Ferdinand R. Marcos Jr.’s health.

The Presidential Communications Office (PCO) submitted a detailed narrative to the Department of Justice (DOJ) on Wednesday, identifying social media accounts they claim have deliberately fabricated information regarding the President’s medical condition.

The government’s action comes just days after President Marcos himself addressed these rumors in an unscheduled press briefing on Monday. During that appearance, the President directly challenged those spreading misleading claims about his health and provided additional details about his recovery from a diverticulitis episode earlier this year.

Among the accounts singled out by the PCO was “Iloy Bugris: The Queen of Revelations,” which allegedly conducted live broadcasts claiming the President was seriously ill. According to the complaint, this account not only spread false information but also attempted to profit from the deception by soliciting money from viewers through displayed GCash and BPI account details during broadcasts. The PCO further alleged that the account presented fabricated medical documents purportedly related to the President’s condition.

A second account, “Rigondola Ping,” was cited for posting digitally manipulated images that depicted President Marcos in poor physical condition. Government officials maintain these images were deliberately altered to create a false impression of the President’s health status.

The third account named in the complaint, “Crage Anderpal,” allegedly published graphics claiming official confirmation of a serious presidential health condition—information the government categorically denies.

This legal action follows a recently formalized agreement between the PCO, the Department of Information and Communications Technology (DICT), and the DOJ to strengthen coordination in prosecuting individuals and entities responsible for spreading misinformation online. The collaboration represents a more structured approach to combating what officials describe as a growing threat to government integrity and national security.

The Philippine legal system provides specific mechanisms for addressing such cases. Spreading false information is punishable under Article 154 of the Revised Penal Code, with additional penalties possible under the Cybercrime Prevention Act of 2012. These laws have taken on renewed significance as social media platforms continue to provide easy avenues for the rapid dissemination of unverified or deliberately misleading content.

Following receipt of the PCO’s complaint, the DOJ is expected to refer the matter to the National Bureau of Investigation (NBI) for thorough investigation. The NBI will likely work to identify the individuals behind the accounts and gather evidence to support potential criminal charges.

This case highlights the increasingly complex relationship between free speech, social media regulation, and government authority in the digital age. While officials frame these actions as necessary protection against harmful misinformation, civil liberties advocates have previously expressed concerns about the potential chilling effect such prosecutions might have on legitimate political discourse and criticism.

The spread of health-related rumors about political figures is not unique to the Philippines, with similar cases documented in numerous countries worldwide. However, the Philippine government’s direct legal approach represents a notably assertive stance in addressing what it perceives as deliberate attempts to undermine public confidence through false information.

As the case moves forward through the justice system, it will likely serve as a significant test of the government’s anti-misinformation framework and its application in the context of political speech and digital communications.
