Clayton Woman Arrested for Insurance Fraud in Event Cancellation Scheme
A 26-year-old Clayton woman faces multiple felony charges after allegedly filing fraudulent insurance claims related to concerts and events she claimed she couldn’t attend, North Carolina officials announced this week.
Charnay Hayden Padilla was arrested on November 9 and charged with four counts of insurance fraud, three counts of obtaining property by false pretense, and one count of attempting to obtain property by false pretense. She received a $40,000 secured bond following her arrest.

Investigators also allege Padilla attempted to obtain an additional $1,065.31 by filing a similar false claim about being unable to attend another Chris Brown concert due to work obligations.
The alleged fraudulent activity occurred over a seven-month period between December 14, 2024, and July 1, 2025, according to the Commissioner’s office.
