U.S. authorities have revoked the visas of 27 cruise ship workers, mostly Filipinos, following an investigation into alleged possession of child sexual abuse materials, according to a statement released by U.S. Customs and Border Protection (CBP) on Friday.
Federal agents boarded eight cruise ships in late April as part of the enforcement operation, determining that these individuals were implicated in “the receipt, possession, transportation, distribution, or viewing” of child sexual abuse images. All those involved were subsequently returned to their home countries after their visas were canceled.
At least some of the targeted vessels had docked in San Diego, though CBP did not specify which ships were involved in the operation, nor did they clarify why these particular vessels were selected for inspection. The agency also provided no information on whether any passengers aboard the ships may have been victims.
Disney Cruise Line confirmed that some of its workers were among those removed, stating in a public response: “The company has a zero-tolerance policy for this type of behavior and fully cooperated with law enforcement. While the majority of these individuals were not from our cruise line, those who were are no longer with the company.”
The enforcement action has raised concerns among immigrant and workers’ rights organizations, which have been attempting to gather more information about the status of the workers and the specific circumstances surrounding their removal. Benjamin Prado of Unión del Barrio, a community rights group, expressed frustration over the lack of transparency from federal authorities.
“At this point, we doubt, we question their claims and so we do want to follow up with some of these workers to find out exactly what took place,” Prado said. His organization is particularly concerned about what kind of surveillance may have preceded the detentions and whether proper due process was followed.
Prado noted that his group only received limited information after holding a news conference in San Diego on Tuesday, following an initial generic statement from CBP. He pointed out that the more detailed statement released to news organizations this week does not appear on the agency’s official website, raising additional transparency concerns.
The maritime industry employs thousands of international workers on cruise ships that enter U.S. waters daily. These employees typically work under specific visa categories that allow them to temporarily work aboard vessels that dock at American ports. The cruise industry relies heavily on international labor, particularly from Southeast Asian countries like the Philippines, where many seafarers originate.
CBP has clarified that criminal charges are not required for someone’s visa to be revoked, indicating that the agency has broad discretion in determining when a foreign national’s permission to remain in the U.S. can be canceled. Immigration authorities can revoke visas based on various grounds, including suspicion of illegal activity.
This enforcement action comes as the cruise industry continues to recover from the pandemic shutdown, with companies working to restore consumer confidence and maintain safety protocols for both passengers and crew members.
The investigation highlights ongoing efforts by U.S. authorities to combat child exploitation and abuse images across international borders. However, the limited information provided about the operation has left questions unanswered regarding the specifics of the allegations and the evidence supporting the visa revocations.
Neither CBP nor Disney Cruise Line has released additional details about the investigation, including whether the materials were being shared among crew members or how the alleged offenses were initially detected.

This incident raises serious questions about the screening and vetting processes used by cruise lines to hire staff. Passengers put their trust in these companies, and that trust has been severely betrayed.
I agree, the cruise industry needs to review its hiring practices and implement much stricter background checks to prevent situations like this from happening again.
While the details are limited, the fact that multiple cruise lines were involved suggests this could be a broader industry-wide issue that requires further investigation. Cruise companies must prioritize passenger safety above all else.
Cruise lines should be held accountable for allowing this to happen under their watch. They need to demonstrate a serious commitment to passenger safety and protection, especially for vulnerable children.
You’re right, the cruise companies involved need to be transparent about what went wrong and what steps they’re taking to prevent future incidents. Passengers deserve to feel safe on their vacations.
This is a concerning incident. Child abuse images are completely unacceptable and I’m glad authorities took swift action to revoke the visas of those involved. Protecting vulnerable children should be the top priority.
Agreed, there must be zero tolerance for anything related to child exploitation. Kudos to the authorities for investigating this thoroughly.
Possession of child abuse materials is a heinous crime that deserves harsh punishment. I hope the authorities follow through with any relevant criminal charges against those involved.
Absolutely, these individuals should face the full extent of the law. There can be no leniency when it comes to crimes against children.
While the details are limited, it’s clear that the authorities took swift and decisive action in this case. I hope this serves as a strong deterrent to anyone else in the industry considering such abhorrent behavior.
It’s troubling to see this kind of behavior from cruise ship workers, an industry that is supposed to provide a fun, family-friendly experience. I hope the companies involved take serious steps to screen and monitor their staff going forward.
You’re right, the cruise industry needs to have much stronger safeguards in place. This incident is a wake-up call that more needs to be done to protect passengers, especially children.
