G7 Foreign Ministers Meet in Ontario Amid Rising Tensions with U.S.

Top diplomats from the Group of Seven industrialized democracies are gathering in southern Ontario this week against a backdrop of strained relations with the United States and ongoing global conflicts. The meeting comes as tensions escalate over defense spending, trade disputes, and divergent approaches to conflicts in Gaza and Ukraine.

Canadian Foreign Minister Anita Anand, who is hosting the two-day summit in Niagara-on-the-Lake, emphasized the importance of maintaining multilateral cooperation despite current challenges. “The work that Canada is doing is continuing to lead multilaterally in an era of a greater movement to protectionism and unilateralism,” Anand told The Associated Press. “And in an era of economic and geopolitical volatility.”

The meeting brings together U.S. Secretary of State Marco Rubio and counterparts from Britain, France, Germany, Italy, and Japan. Anand has also extended invitations to foreign ministers from Australia, Brazil, India, Saudi Arabia, Mexico, South Korea, South Africa, and Ukraine, creating a broader forum for international dialogue.

Relations between Canada and the United States have deteriorated in recent months following President Trump’s imposition of tariffs on Canadian imports. Tensions escalated further when Trump abruptly ended trade talks after the Ontario provincial government ran an anti-tariff advertisement in the U.S. that provoked his ire. Canadian Prime Minister Mark Carney subsequently apologized for the ad and expressed willingness to resume trade negotiations when the U.S. is ready.

Defense spending remains a major point of contention among G7 members. Trump has demanded that NATO allies spend 5% of their annual gross domestic product on defense—a threshold that several countries have yet to meet. Among G7 NATO members, Canada and Italy are farthest from reaching this target.

The alliance also faces divisions regarding the Israel-Hamas conflict in Gaza. Britain, Canada, and France have announced their intention to recognize a Palestinian state even without a resolution to the conflict, while the U.S. position differs significantly. Approaches to the Russia-Ukraine war have similarly created friction, with most G7 members advocating a tougher stance on Russia than Trump has demonstrated.

Despite these challenges, Anand remains focused on finding common ground. “Every complex relationship has numerous touch points,” she noted. “The relationship has to continue across a range of issues.” She revealed that during a breakfast meeting in Washington last month, Rubio requested her assistance in bringing countries together to ensure the longevity of Trump’s Gaza ceasefire plan.

U.S. officials indicated that Rubio’s priorities for the summit include initiatives to halt fighting in Ukraine and Gaza, maritime security concerns, the situation in Haiti and Sudan, supply chain resilience, and critical minerals. Meanwhile, Canada’s agenda focuses on ending the war in Ukraine, Arctic security, and stabilizing Haiti. A working lunch will address energy and critical minerals—resources essential for advanced technologies and defense applications. Canada possesses 34 critical minerals and metals that the Pentagon views as strategically important for national security.

Daniel Béland, a political science professor at McGill University in Montreal, suggested that Anand will likely use the meeting to strengthen her working relationship with Rubio. However, he cautioned that “a key factor shaping that relationship is beyond her control: President Trump’s mercurial behavior.”

“The expectations are quite low,” Béland added, “but avoiding drama and fostering basic common ground on issues like Ukraine and Russia would be helpful.”

The meeting in Niagara-on-the-Lake, situated near the U.S. border on Lake Ontario, coincides with the region’s first significant snowfall of the season—a fitting backdrop as these global leaders navigate increasingly chilly international relations and seek to preserve multilateral cooperation in an increasingly fractured geopolitical landscape.
