Philippine authorities have mobilized to arrest 18 suspects implicated in a major corruption scandal involving flood control projects, President Ferdinand Marcos Jr. announced Friday. The scandal has triggered widespread protests across the country and forced several high-ranking congressional leaders to resign from their positions.

Law enforcement teams have been deployed following arrest warrants issued by the Sandiganbayan, the Philippines’ special anti-corruption court. Among the primary targets is former House Representative Zaldy Co, who resigned from his position and reportedly fled the country. Co was last seen in Japan several days ago, according to Interior Secretary Jonvic Remulla, who indicated that Interpol would be asked to issue a Red Notice to facilitate his arrest abroad.

The warrants also target 17 other individuals, including government engineers and executives from Sunwest Corp., a construction firm implicated in irregularities surrounding a flood control project in Oriental Mindoro province. Government prosecutors have recommended that the suspects be held without bail due to the scale of the alleged corruption, which involves a river dike project valued at 289 million pesos (approximately $4.8 million).

“They will be arrested, presented to the court and made to answer to the law,” Marcos said in a video message. “There will be no special treatment, and nobody would be spared.”

The scandal has particular significance in the Philippines, a country highly vulnerable to typhoons, flooding, and extreme weather events. Critics argue that the substandard or non-existent flood control projects have put countless lives at risk in one of Asia’s most disaster-prone nations.

Last week, Marcos made the bold prediction that many of the at least 37 senators, congressional representatives, and wealthy construction executives implicated in the scandal would be imprisoned by Christmas. The investigation has reached the highest levels of Philippine politics, with Ombudsman Jesus Crispin Remulla confirming to the Associated Press that at least five former and incumbent senators are under investigation for allegedly accepting massive kickbacks from the faulty projects.

Among those implicated is former Senate President Chiz Escudero, who has vehemently denied any wrongdoing. The scandal has also touched both opposition and allied lawmakers, including Rep. Martin Romualdez, Marcos’ cousin and key ally, who has stepped down as House Speaker despite denying involvement. Senator Bong Go, a close associate of former President Rodrigo Duterte, has also fallen under suspicion.

The corruption investigation comes amid existing political tensions. Rodrigo Duterte, who was arrested in March and detained by the International Criminal Court for alleged crimes against humanity related to his anti-drug campaign, has been a vocal critic of Marcos. His daughter, Vice President Sara Duterte, has suggested that President Marcos himself should be held accountable and imprisoned for signing the 2025 national budget containing appropriations for the irregular infrastructure projects.

Marcos’ aides have defended him from these allegations, noting that he was the first to raise concerns about the irregularities during his annual state of the nation address in July.

The scale of the corruption is staggering. Investigators are examining 9,855 flood control projects worth more than 545 billion pesos ($9 billion) that were supposed to have been implemented since Marcos took office in mid-2022. Finance Secretary Ralph Recto informed legislators in September that up to 118.5 billion pesos ($2 billion) designated for flood control projects may have been lost to corruption since 2023 alone.

To prevent further flight of suspects, immigration authorities have issued orders blocking those implicated from leaving the Philippines as the investigation continues.
