Lebanon’s military forces have captured the country’s most notorious drug trafficker, Noah Zeiter, during a raid near the eastern city of Baalbeck on Thursday. The arrest ends a years-long manhunt for the fugitive, who was sanctioned by both the United States and United Kingdom in 2023 for his extensive involvement in manufacturing and trafficking Captagon, a highly addictive amphetamine.

According to a high-ranking military official who spoke on condition of anonymity, Zeiter surrendered to Lebanese military intelligence after a brief standoff. While the Lebanese army did not explicitly name Zeiter in their official communications, referring to him only by his initials, military sources confirmed his identity.

Zeiter’s capture represents a significant breakthrough in Lebanon’s ongoing campaign against drug trafficking networks operating throughout the region. These networks have exploited Lebanon’s porous border with Syria to transport narcotics, primarily Captagon, into Saudi Arabia and other wealthy Gulf states.

For years, Zeiter has been a central figure in the Middle Eastern drug trade. Before Syria’s civil war erupted in 2011, he was already well-known for cannabis production and smuggling operations, occasionally making media appearances despite his illicit activities. Intelligence sources indicate Zeiter maintained close ties with Hezbollah and Syria’s Fourth Division under the former Assad government.

The Gulf monarchies have repeatedly accused Hezbollah, the powerful Iran-backed political and military organization in Lebanon, of playing a significant role in the Captagon trade. These accusations have strained diplomatic and economic relations between Lebanon and its wealthy Gulf neighbors.

In a particularly damaging blow to Lebanon’s struggling economy, Saudi Arabia suspended imports from the country in 2021 after discovering Captagon pills hidden in shipments entering the kingdom. The Lebanese military has intensified its crackdown on drug networks in recent years, conducting frequent raids on production facilities concentrated in eastern Lebanon near the Syrian border. These operations serve both security purposes and diplomatic ones, as Lebanon attempts to repair relations with Saudi Arabia and other Gulf states critical to its economic recovery.

The Captagon trade has flourished during Syria’s prolonged conflict, with production facilities operating across the war-torn country. The synthetic drug, which produces effects similar to amphetamines, has been linked to various armed groups who use the profits to fund their operations.

Following the recent political upheaval in Syria that saw the Assad regime ousted in December 2024, the new Syrian government has reportedly begun destroying Captagon factories that proliferated during the conflict. Syrian security officials claim they continue to intercept smuggling attempts along the border with Lebanon.

Both Lebanon and Syria have shown interest in improving bilateral relations in the wake of Assad’s downfall. A key focus of these efforts involves addressing security concerns along their shared border, which has long been a transit route for contraband, including drugs, weapons, and human trafficking.

Zeiter’s arrest marks one of the most significant achievements in Lebanon’s anti-narcotics efforts in recent years. As one of the largest producers and smugglers in the region, his capture could potentially disrupt established trafficking networks, at least temporarily.

However, regional security experts caution that the Captagon trade is unlikely to disappear with the arrest of a single figure, regardless of his prominence. The industry has become deeply entrenched throughout the Levant region, with multiple actors involved across several countries.

Lebanese authorities have not yet announced formal charges against Zeiter, though he faces numerous outstanding warrants related to drug trafficking, money laundering, and other criminal activities.
