Lebanon Inks Deal with International Consortium for Offshore Gas Exploration

Lebanon’s government signed a significant agreement on Friday with an international consortium to explore natural gas in an offshore area known as Block 8, which borders Israel. This development comes in the wake of a 2022 maritime border agreement between Lebanon and Israel, and represents the latest in a series of exploration licenses granted by Lebanon to international energy companies.

The signing ceremony took place at the government headquarters in downtown Beirut, with Energy Minister Joe Saddi representing Lebanon and executives from France’s TotalEnergies, Italy’s ENI, and Qatar’s state-owned Qatar Energy completing the consortium.

TotalEnergies announced that initial exploration will begin with a comprehensive 1,200-square kilometer (463 square mile) 3D seismic survey to assess the potential of the area. This technology will help the consortium map subsurface geological structures that might contain natural gas deposits.

For Lebanon, the stakes are particularly high. The country has been mired in what many economists describe as one of the worst economic and financial crises in its modern history. Officials hope that potential gas discoveries could provide a crucial lifeline for the struggling economy, offering both energy security and much-needed revenue streams.

This isn’t Lebanon’s first venture into offshore energy exploration. In 2017, the government approved licenses for TotalEnergies, ENI, and Russia’s Novatek to develop two of 10 blocks in the Mediterranean Sea. However, previous exploration efforts have yielded mixed results. A drilling operation in a block north of Beirut failed to find commercially viable amounts of oil and gas, while drilling in another southern block faced repeated postponements due to the then-unresolved maritime border dispute with Israel.

More recently, in August 2023, an offshore drilling rig began operations in Lebanese waters, but did not yield positive results. Despite these setbacks, Patrick Pouyanné, Chairman and CEO of TotalEnergies, expressed continued commitment to exploration activities in Lebanon.

“We will now focus our efforts on Block 8, together with our partners ENI and QatarEnergy and in close cooperation with Lebanese authorities,” Pouyanné said in a statement.

The consortium itself has undergone changes over time. In January 2023, Qatar Energy replaced Russia’s Novatek, taking over the latter’s 20% stake and acquiring an additional 5% each from ENI and TotalEnergies. This restructuring left Qatar Energy with a 30% stake, while TotalEnergies and ENI each retained 35%.

The pursuit of offshore gas exploration occurs against a backdrop of regional tensions. From October 2023 to November 2024, Lebanon’s Hezbollah engaged in a 14-month conflict with Israel, during which the militant group was significantly weakened. Despite this regional instability, the energy exploration efforts have continued.

The Eastern Mediterranean has emerged as an increasingly important energy frontier in recent years, with significant discoveries made off the coasts of Israel, Egypt, and Cyprus. Industry analysts note that successful gas discoveries in Lebanese waters could potentially transform the country’s economic outlook while also reshaping energy dynamics in the region.

For Lebanon, the path to becoming a gas producer remains challenging, requiring not only successful exploration but also development of infrastructure for extraction, processing, and export. Nevertheless, in a country desperate for economic solutions, the potential benefits make the pursuit worthwhile for both the Lebanese government and its international partners.
