Elon Musk’s AI chatbot Grok will now block the ability to edit photos of real people in revealing clothing in regions where such content is illegal, according to a statement posted on X. The decision comes after worldwide criticism over the technology’s misuse in creating sexualized images of women and children.

The announcement on Wednesday followed mounting pressure from global authorities, including bans in several countries and a new investigation from California’s attorney general into how the technology was being used to harass women and girls through nonconsensual sexually explicit content.

Initially, xAI, Musk’s artificial intelligence company, responded to media inquiries about the controversy with the dismissive comment “legacy media lies.” The company has now changed course, implementing technological restrictions on the platform.

“We have implemented technological measures to prevent the Grok account from allowing the editing of images of real people in revealing clothing such as bikinis, underwear and other revealing attire,” xAI stated. This restriction applies universally to all users, including paying subscribers who typically enjoy enhanced features.

As an additional safeguard, xAI has limited image creation and editing capabilities exclusively to paid subscribers, explaining this would ensure “individuals who attempt to abuse the Grok account to violate the law or our policies can be held accountable.”

The controversy centered around Grok’s “spicy mode,” a feature that permitted users to generate explicit content. This functionality triggered swift and severe responses from governments worldwide. Malaysia and Indonesia took legal action to block access to the service entirely, while Philippine authorities announced they were working on similar restrictions that could be implemented within days.

European regulators have been particularly aggressive in their response. Both the United Kingdom and European Union launched investigations into potential violations of their online safety laws. The UK has positioned itself as one of Grok’s most vocal critics, with Technology Secretary Liz Kendall stating firmly: “I shall not rest until all social media platforms meet their legal duties and provide a service that is safe and age-appropriate to all users.”

Despite xAI’s new restrictions, British regulator Ofcom confirmed it would continue its investigation into the platform. France and India have also issued stern warnings to Musk’s company, demanding stricter content controls, while Brazilian authorities called for a comprehensive investigation into Grok’s misuse.

In the United States, California Attorney General Rob Bonta urged xAI to ensure its technology cannot be used to harass women and girls. “We have zero tolerance for the AI-based creation and dissemination of nonconsensual intimate images or of child sexual abuse material,” Bonta declared.

California has been at the forefront of AI regulation in the US, having passed legislation to protect minors from AI-generated sexual imagery and requiring AI chatbot platforms to remind users they aren’t interacting with humans. However, the state’s regulatory approach has not been entirely consistent – Democratic Governor Gavin Newsom vetoed legislation last year that would have restricted children’s access to AI chatbots.

The Grok controversy highlights the growing tension between rapid AI advancement and appropriate regulatory safeguards. As generative AI technologies become more sophisticated and accessible, companies face increasing scrutiny over how their tools might be misused for creating deceptive or harmful content.

For Musk’s xAI, which has positioned itself as offering fewer content restrictions than competing AI platforms, this incident represents a significant challenge to its operating philosophy. The company’s geoblock solution attempts to navigate varying international regulations while maintaining its core services.

The situation underscores a broader industry challenge: balancing innovation with responsible deployment in an environment where regulatory frameworks for AI are still developing and vary significantly across different jurisdictions.
