Russian Disinformation Network Impersonates French Media in Latest Influence Operation

A sophisticated Russian-linked disinformation operation has been caught impersonating the French media outlet Brut and several journalists from Le Monde, according to an investigation by French authorities. The fake news website, called “BrutInfo,” was operational from at least October 1 after being registered on September 28 with Lithuanian hosting provider Hostinger.

The site’s most notable fabrication was an article claiming that French President Emmanuel Macron was constructing a massive presidential bunker at a cost exceeding €148 million. This false story was accompanied by an artificially generated video featuring a computer-synthesized voice-over and a purported interview with someone allegedly involved in the bunker’s construction. The video gained significant traction on social media, with at least one post on X (formerly Twitter) generating over 800,000 views.

Intelligence experts have attributed this operation to a group code-named “Storm-1516,” which has well-established ties to Russian actors. The group has a documented history of disseminating pro-Kremlin fake content targeting Western nations, particularly France and the United States.

Storm-1516’s operational pattern follows a consistent methodology. The group typically establishes fake news platforms containing a small number of articles either copied from legitimate media sources or generated using artificial intelligence. These legitimate-appearing stories serve to build credibility for the platform before introducing fabricated content designed to discredit Ukraine or its Western allies.

“The tactics used show a level of sophistication that goes beyond amateur disinformation efforts,” said a cybersecurity analyst who tracks Russian influence operations. “They’re investing in a mix of AI-generated content and human actors to create more convincing narratives.”

The group’s video productions combine AI-generated elements with paid actors who pose as experts or whistleblowers. These individuals often conceal their identities while reading from prepared scripts. According to the investigative collective Gnida Project, the speaker in the Macron bunker video had previously appeared in other videos produced by Storm-1516, establishing a pattern of recycled assets across multiple disinformation campaigns.

Viginum, France’s state agency responsible for combating foreign digital interference, has detailed how Storm-1516 distributes its content through a network of paid social media accounts and carefully selected influencers. Far-right Australian influencer Simeon Boikov, known online as “Aussie Cossack,” has been a prominent amplifier of Storm-1516 content. Boikov, who obtained Russian citizenship in 2023, has received funding from Pravfond, a legal aid fund for Russians and their “allies” that has been linked to providing legal support for Russian intelligence operatives detained abroad.

Another key figure in this network is John Dougan, a former American police officer now living in exile in Russia. Dougan has been connected to dozens of fake English-language news sites and plays a central role in publishing or amplifying content designed to undermine Ukraine and its supporters.

While Storm-1516’s campaigns have generally struggled to reach mainstream audiences, instead primarily circulating within conspiracy communities and pro-Kremlin circles, they represent just one component of Russia’s broader disinformation strategy. This approach involves continuously publishing content of varying quality, typically by outsourcing production at every level to maintain plausible deniability.

French authorities have expressed growing concern about such influence operations targeting their country. Earlier this year, France publicly denounced another Russian disinformation campaign codenamed “Doppelgänger,” highlighting the escalating information warfare being waged against Western democracies.

The BrutInfo operation underscores the evolving nature of digital disinformation, as state-backed actors increasingly blend sophisticated technology with traditional influence tactics to spread false narratives and sow confusion in target countries.
