Santa Monica Mayor Pro Tempore Responds to Anonymous Political Attacks

Santa Monica Mayor Pro Tempore Caroline Torosis has issued a strong response to what she describes as an anonymous political mailer circulating throughout the city more than a year before the next election. The mailer, which Torosis claims contains misinformation and personal attacks, has raised concerns about campaign transparency and potential violations of California’s Fair Political Practices Act.

“I entered public service because I love Santa Monica,” Torosis stated. “I believe in its people, its neighborhoods, and its future. That belief has guided every decision I have made as a public servant.”

According to Torosis, the anonymous campaign materials fail to acknowledge the substantial progress the city has made under the council’s Realignment Plan, which focuses on public safety, economic recovery, housing stability, and infrastructure investment.

The plan has led to expanded deployments of police, ambassadors, and outreach teams in downtown and other high-traffic areas. Santa Monica has also increased daily sanitation services, adding thousands of service hours for street cleaning, pressure washing, and trash removal, while enhancing foot and bike patrol visibility in areas identified by residents and businesses as priorities.

On the economic front, the city has processed several thousand business permits and renewals this year. Officials have worked to streamline approvals for outdoor dining and storefront activation while investing millions in downtown revitalization and small-business support programs. These efforts appear to be yielding results, with hotel occupancy now reaching approximately 75 to 80 percent during peak months—a significant recovery from both pandemic-related downturns and the January firestorms that affected the region.

“Through the Realignment Plan, we are rebuilding business confidence and driving reinvestment that restores tens of millions of dollars each year to the General Fund,” Torosis explained. These funds support essential services including public safety, parks, fully reopened libraries, and human services throughout Santa Monica.

The city has also made strides in addressing housing concerns, approving hundreds of permanently affordable housing units while strengthening enforcement against illegal evictions. New tenant protections include a renters’ right to counsel program and continued defense of rent control alongside expansion of the Preserving our Diversity (POD) initiative. These dual approaches aim to protect existing renters while simultaneously adding new housing stock in one of California’s most expensive coastal markets.

Homelessness remains a critical issue for Santa Monica, as it does for much of Southern California. Torosis points to coordinated efforts that have moved hundreds of unhoused individuals from streets into stable housing through local and regional placements. The city has secured substantial state and regional funding for these initiatives, which helps reduce the financial burden on local taxpayers.

Infrastructure improvements have focused on streets, parks, libraries, and mobility corridors aimed at enhancing safety, access, and climate resilience across Santa Monica.

“None of this work is theoretical. Residents see it every day in reopened libraries, habitable housing for our neighbors, deployed safety teams and cleaner, safer public spaces,” Torosis noted.

The Mayor Pro Tempore also highlighted her work advocating for Santa Monica at the regional level to secure funding for housing, homelessness response, transportation, economic development, and public safety initiatives. This regional engagement, she argues, brings vital resources to the city while reducing costs for local residents.

“Governing is complex. It requires balancing safety, compassion, accountability, economic vitality, and housing stability at the same time,” Torosis stated. “It requires facts, not fear. It requires transparency, not anonymity.”

While acknowledging the challenges that remain, Torosis expressed confidence in the city’s trajectory and pledged to continue focusing on measurable results. “I remain proud of the direction in which our city is moving, and I am clear-eyed about the work still ahead,” she said.

“Anonymous attacks will not distract me from the responsibility voters entrusted to me. I will continue to lead with integrity and to fight every day for a Santa Monica that is safer, stronger, and more resilient for everyone who calls it home.”
