In a significant move to counter the spread of misinformation, Fiji’s Ministry of Employment, Productivity and Workplace Relations has unveiled a comprehensive communication strategy focused on providing citizens with accurate information about government services and labour mobility programs.

The initiative, launched yesterday at Civic House in Suva, comes amid growing concerns about the proliferation of false information, particularly regarding the Pacific Australia Labour Mobility (PALM) scheme, which has become an important economic pathway for many Fijians seeking overseas employment opportunities.

Permanent Secretary Jone Maritino Nemani emphasized the critical importance of reliable communication in today’s digital landscape, where misinformation can spread rapidly and mislead vulnerable populations.

“In an era where information travels instantaneously, ensuring the integrity of official communications is paramount,” Nemani said. “This strategy will strengthen our ability to provide Fijians with accurate, timely, and accessible information about services that directly impact their livelihoods.”

A key concern driving the initiative has been reports of unauthorized agents attempting to exploit Fijians by charging fees for registration in the PALM scheme. The Ministry has clarified that registration for the program is entirely free, and citizens can directly access all services through official ministry channels without paying intermediaries.

This predatory practice has reportedly targeted rural and economically disadvantaged communities, where access to official information may be limited, creating a vacuum that opportunistic actors have attempted to fill with misleading claims about government programs.

As part of the broader communication strategy, the Ministry is also developing a mobile application that will provide direct access to ministry services and verified information, addressing the digital divide that often contributes to information inequity.

“The communication strategy will also strengthen internal processes within the ministry to ensure staff communicate correct and verified information to the public,” Nemani explained, highlighting the importance of consistency across all government communications.

Labour mobility programs like PALM have become increasingly important to Fiji’s economy, with remittances from overseas workers representing a significant source of income for many families and communities. The Australian government-sponsored scheme provides opportunities for Pacific Islanders to work in Australia’s agricultural and hospitality sectors, addressing labor shortages while providing valuable income and skills development for participants.

Industry observers note that misinformation surrounding such programs can have serious consequences, including financial losses for applicants who pay unauthorized fees, missed opportunities due to incorrect application procedures, and damaged trust in legitimate government initiatives.

The communication strategy forms part of a broader government effort to enhance transparency and strengthen public trust in official services. It aligns with regional initiatives across the Pacific aimed at combating disinformation, which has emerged as a significant concern for island nations dealing with issues ranging from climate change to economic development programs.

During the launch event, the Ministry also recognized the efforts of its communications and media teams, who have played a crucial role in promoting government programs and ensuring the public receives accurate information about the ministry’s work.

The strategy will involve multiple channels of communication, including traditional media, social media platforms, community outreach programs, and direct engagement with stakeholders to ensure comprehensive coverage across Fiji’s diverse and geographically dispersed population.

As digital penetration increases across the Pacific region, governments are increasingly recognizing the need for robust information integrity frameworks that can protect citizens from misleading information while promoting access to beneficial services and opportunities.
