Electoral Commission Launches Deepfake Detection Pilot Ahead of May Elections
The Electoral Commission has unveiled an innovative pilot program designed to detect political deepfakes and combat the growing threat of AI-generated misinformation ahead of the May elections in England, Scotland and Wales.
The newly launched system actively monitors online content for manipulated audio and video intended to mislead voters about electoral processes or falsely represent candidates. Examples include fabricated videos claiming a candidate has withdrawn from a race or doctored audio clips that falsely depict candidates making offensive remarks.
“Voters want accurate information. Deliberately misleading or abusive video of candidates must not be shared,” said Vijay Rangarajan, Chief Executive of the Electoral Commission. “Deepfakes are becoming more sophisticated and more accessible, as we have seen in elections around the world.”
The timing of this initiative reflects growing concerns about the rapid spread of false information during election periods. AI technologies have dramatically reduced the time and cost required to produce convincing deepfakes, making them increasingly accessible to those seeking to manipulate public opinion.

The UK’s own 2024 general election saw over half of voters surveyed by the Commission reporting exposure to misleading information about parties or candidates, with approximately a quarter saying they encountered deepfake content.
“A deepfake is yet to meaningfully affect a UK election, and we are determined to keep it that way,” Rangarajan emphasized. “This pilot means we can identify deepfakes quickly, track their impact, and work with parties and candidates to take down or correct misleading material.”
The Commission is implementing this initiative in partnership with the Accelerated Capability Environment (ACE), a specialized innovation unit within the Home Office. While the Commission itself will not directly remove content, it will monitor and collect evidence of potential deepfakes. When content raising serious concerns is identified, the Commission can refer materials to police and other relevant authorities and may request removal from social media platforms.
Importantly, all potential deepfakes identified by the automated tools will undergo review by human analysts before any action is taken. The Commission has committed to working closely with affected candidates and political parties throughout the process.
The pilot covers England, Scotland, and Wales, where elections are scheduled for May 7, 2026. It will run from April through June to allow sufficient time for thorough evaluation. While Northern Ireland is not included in this initial phase, the Commission has indicated it will consider how the work might apply to future elections across the entire United Kingdom.
