AI Supercharges Information Manipulation, Threatening Democracy

Russian, Chinese, and Iranian authorities are increasingly leveraging generative artificial intelligence to undermine democracy worldwide, according to a comprehensive report by the National Endowment for Democracy. As over fifty nations conduct elections in 2024, these authoritarian powers are exploiting new AI technologies to manipulate public opinion, discredit opponents, and erode trust in democratic institutions.

The report, authored by Beatriz Saab of Democracy Reporting International, documents how generative AI has dramatically lowered the barriers for creating convincing false content at unprecedented speed and scale.

“While it may still be too early to assess whether this new technology is creating decisive advantages for authoritarian powers, it is clear that they are experimenting and incorporating these tools into their strategies to undermine democracy,” Saab writes.

Researchers have identified three key ways generative AI enhances authoritarian information manipulation efforts: producing high-fidelity synthetic content with minimal resources, automating content creation at scale, and enabling highly personalized targeting of individuals.

During Taiwan’s January 2024 elections, for example, actors affiliated with China deployed AI-generated content across Taiwanese social media platforms to amplify false narratives about candidates who opposed Beijing’s influence. Similarly, Russian-backed networks used AI to create over 50,000 fake user accounts that flooded German social media with propaganda at rates of up to two posts per second.

“The deeper impact of this new technology may be felt beyond the election context, in citizens’ loss of trust in online content, or in democracy itself,” the report warns. This phenomenon, known as the “liar’s dividend,” means that as public awareness of AI manipulation grows, malicious actors can more easily dismiss embarrassing truths as fakes.

However, the report also highlights promising countermeasures. Civil society organizations, fact-checkers, and journalists are developing innovative ways to leverage the same technology against authoritarian manipulation campaigns.

In Ukraine, Gwara Media developed a chatbot called “Perevirka” that helps users verify content they encounter online, while Taiwan’s Cofacts civic tech community built a similar tool that operated effectively during the country’s recent elections. International organizations like Meedan are creating detection systems that can identify patterns in manipulative content across platforms.

“Some experts have suggested that the opportunities afforded by gen AI around fact-checking, independent journalism, and media monitoring may be greater than those for authoritarians,” the report notes.

The challenge, however, is that many civil society organizations lack the technical expertise and resources to implement advanced AI detection models. As the report concludes, “As efforts of authoritarian powers to manipulate the information space continue to evolve, it will be critical for civil society to experiment with gen AI tools, which may prove an important accelerator and amplifier for securing democracy through the information space in the long run.”

The National Endowment for Democracy’s International Forum for Democratic Studies hosted a virtual launch of the report on June 20, featuring experts from the Digital Rights Foundation and WIRED magazine discussing the evolving landscape of information manipulation and democratic resilience.
