US Warns of China’s Growing Influence in Global Media Through Covert Operations

China is engaging in a systematic campaign to manipulate global media through censorship, data harvesting, and covert acquisitions of foreign news outlets, according to a new State Department report released Thursday. The report warns that if left unchecked, these efforts could lead to a “sharp contraction” of global freedom of expression.

The State Department’s Global Engagement Centre detailed how Beijing spends billions of dollars annually on information manipulation, including acquiring stakes in foreign media organizations through both public and non-public means. The Chinese government has also been sponsoring online influencers and securing distribution agreements that promote unlabeled Chinese government content.

“Beijing uses false or biased information to promote positive views of the PRC and the Chinese Communist Party,” the report states, referring to the People’s Republic of China. “At the same time, the PRC suppresses critical information that contradicts its desired narratives on issues such as Taiwan, its human rights practices, the South China Sea, its domestic economy, and international economic engagement.”

The report comes amid growing concerns over China’s expanding global media footprint, particularly as geopolitical tensions between Beijing and Washington have intensified in recent years. Chinese leadership has actively sought to counter what it perceives as negative portrayals in international media.

According to the State Department, China has created its own information ecosystem by co-opting foreign political elites and journalists. The report notes that Beijing and Moscow routinely amplify each other’s narratives. “In a recurring pattern, PRC state media amplify unverified or debunked claims from Russian media, which Russian outlets then cite to portray the Kremlin’s views and its aggression against Ukraine as widely supported.”

China has also made strategic investments in satellite networks and digital television services across developing regions, prioritizing distribution of state-backed media content. This approach helps ensure Chinese narratives reach global audiences through seemingly legitimate channels.

The report highlights how Chinese data harvesting operations overseas have enabled Beijing to refine its censorship efforts by targeting specific individuals and organizations deemed threats to its preferred narratives. Chinese authorities employ sophisticated digital tactics, including bots, trolls, and coordinated social media campaigns to boost pro-China content while drowning out critical voices.

“Through flooding – a tactic that manipulates search engine results and hashtag searches – the PRC drowns out information around sensitive topics or events with unrelated content and renders fact-based, substantive information more difficult for users to find,” the report explains.

In one example, more than 1,000 pro-China accounts worked to bury a report by Spain-based NGO Safeguard Defenders that exposed the presence and coercive activities of 100 “overseas police service stations” operated by China across 53 countries.

Despite China’s unprecedented resource commitment to these information manipulation campaigns, the State Department noted that Beijing has encountered “major setbacks” when targeting democratic countries with robust independent media sectors and active civil society organizations that push back against such influence operations.

The Chinese embassy in Washington did not immediately respond to requests for comment on the report. However, Beijing has previously rejected similar accusations, including responding to a NATO communiqué in July that accused China of coercive policies and spreading disinformation. At that time, China claimed the statement disregarded basic facts, deliberately discredited the country, and distorted its policies.

The report was produced under a congressional mandate to document state information manipulation activities around the world, reflecting growing bipartisan concern in the United States about authoritarian influence operations targeting global media ecosystems.
