Philippine Media Covered US and Russian Sanctions Against ICC Judges, Contrary to False Claims

Recent claims circulating on social media that Philippine mainstream media failed to report on sanctions imposed by the United States and Russia against judges of the International Criminal Court (ICC) have been debunked as false.

The allegations appeared in multiple Facebook posts, including one from an account named Joy T. Bantilao on December 18, which claimed mainstream media had not reported on US sanctions against ICC judges, including the freezing of their bank accounts. This post garnered approximately 2,600 reactions, 1,000 comments, and 264 shares.

Another post from an account named Maria Fema Duterte on December 14 made similar accusations, stating that Philippine media had not covered Russia’s sanctions on ICC officials, including in absentia jail verdicts against judges and chief prosecutor Karim Khan. This post received 80 reactions, 4 comments, and 21 shares.

These claims appear designed to suggest that mainstream media outlets selectively reported on former Philippine President Rodrigo Duterte’s war crimes case at the ICC while deliberately omitting reports about sanctions imposed on the international court’s officials.

However, a review of Philippine media coverage reveals that numerous outlets did indeed report on both the US and Russian sanctions against ICC officials prior to these social media posts.

For instance, News5 published an article on December 17 titled “US sanctions vs. ICC not linked to Duterte case – lawyer.” Inquirer.net reported on the sanctions multiple times, including an August 21 article titled “US sanctions ICC judges, prosecutors tied to Israel, drug war probes,” which detailed the ban on property ownership and freezing of assets in the US for sanctioned individuals.

Inquirer.net also published a December 2 article titled “ICC ‘under assault’ by US, Russia – rights watchdog,” which mentioned various sanctions including asset freezes, entry bans, and potential restrictions on financial transactions. Rappler covered the story on December 10 with an article titled “US threatens new ICC sanctions unless court pledges not to prosecute Trump.”

Regarding Russia’s sanctions, Inquirer.net published an article on December 13 titled “Russia sentences ICC judges, prosecutor over Putin arrest warrant,” which was also shared on their Facebook page.

International coverage of these sanctions came from major outlets including Reuters, AP News, CNN, Al-Jazeera, The Economic Times, and The Moscow Times.

The US imposed sanctions on two additional ICC judges in December 2025 over their involvement in the court’s November 2024 issuance of arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Israeli defense chief Yoav Gallant. According to US Secretary of State Marco Rubio, these judges had “directly engaged in efforts by the ICC to investigate, arrest, detain, or prosecute Israeli nationals” without Israel’s consent.

Previously, the US had sanctioned ICC Chief Prosecutor Karim Khan in February 2025, with additional sanctions on ICC officials in June and August related to the Netanyahu and Gallant arrest warrants. The ICC has issued a statement strongly rejecting the US sanctions.

Russia’s sanctions came in December when it sentenced Khan and other ICC judges to jail terms in response to the court’s March 2023 issuance of an arrest warrant for Russian President Vladimir Putin over alleged war crimes related to Russia’s invasion of Ukraine.

It’s worth noting that neither the United States nor Russia is a member of the ICC, which explains their resistance to the court’s authority over their citizens or allies.

This is not the first instance of false claims circulating about the ICC, particularly regarding Duterte’s crimes against humanity case. Previous misinformation has included fabricated quotes, false reports about Duterte’s return to the Philippines after his March 11 arrest, erroneous claims that his case had been dismissed, and similar false assertions that media did not report on ICC developments related to his case.
