Maine Ad Against Sen. Collins Oversimplifies Her Healthcare and Iran War Positions

A political advertisement targeting Maine Senator Susan Collins has come under scrutiny for claims that oversimplify her stances on healthcare costs and military action against Iran. The 30-second spot, funded by the Democratic-aligned group Majority Forward, began airing statewide on April 23 with a reported $600,000 media buy.

The ad claims Collins “voted with Donald Trump to raise healthcare costs and raise insurance premiums” while also giving the president “a blank check for his war in Iran.” However, a closer examination reveals both assertions lack important context about the Senator’s more nuanced positions.

Regarding healthcare, the ad cites Collins’ September vote against a Democratic continuing resolution that would have temporarily funded the government while permanently extending enhanced Affordable Care Act subsidies beyond 2025. But Collins’ stated position was more complex than outright opposition to the subsidies.

Collins publicly supported extending the enhanced premium tax credits but argued they should be addressed separately from government funding bills. During the 43-day government shutdown, she repeatedly emphasized the need to focus on reopening the government first, then tackle the subsidy extension afterward.

“It is clear that we need to act on this issue, but our focus right now needs to be on avoiding a harmful government shutdown,” Collins told the Maine Morning Star in September.

After the shutdown ended, Collins took concrete steps to address the subsidy issue. In December, she co-sponsored legislation with Republican Senator Bernie Moreno to extend the enhanced subsidies for two years, albeit with modifications including a $200,000 household income cap and a $25 minimum monthly premium requirement. She also voted to advance a Democratic bill offering a three-year extension, though she sought to amend it with income limits.

The significance of these subsidies is substantial in Maine, where according to health policy research organization KFF, 86% of the more than 62,000 people insured through Maine’s state-based marketplace received premium tax credits in 2025.

The ad’s second claim regarding Iran similarly lacks important context. While Collins did initially vote against Democratic war powers resolutions seeking to limit military operations in Iran without congressional authorization, she had signaled in April that her position would “very likely” change if the conflict continued beyond the 60-day threshold established in the War Powers Act of 1973.

True to her word, on April 30, Collins became one of just two Republicans to vote for a Democratic war powers resolution to halt military actions against Iran unless approved by Congress. Though the resolution ultimately failed 47-50, Collins made her position clear.

“The Constitution gives Congress an essential role in decisions of war and peace, and the War Powers Act establishes a clear 60-day deadline for Congress to either authorize or end U.S. involvement in foreign hostilities. That deadline is not a suggestion; it is a requirement,” Collins said in a statement.

The Pentagon has estimated the cost of military operations in Iran at approximately $25 billion, though some reports citing unnamed officials suggest the figure could be closer to $40-50 billion.

Majority Forward, the group behind the advertisement, is a nonprofit 501(c)(4) issue advocacy organization aligned with Senate Democrats who hope to unseat Collins in the upcoming election. When questioned about the ad’s claims, spokesperson Lauren French defended the characterization of Collins’ record.

“The Senate doesn’t offer a lane for Sen. Collins to enable outcomes she claims to oppose and then skip accountability for her votes,” French said.

The Collins campaign, meanwhile, maintains the Senator was working diligently to end the government shutdown while Democrats were focused on “performative messaging votes” that contained “partisan poison pills.”

This advertising controversy highlights the intensifying political battle for Collins’ long-held Senate seat in Maine, a race that could have significant implications for the balance of power in Congress.
