The manipulated image, which analysis has confirmed to be AI-generated, shows the two figures appearing to meet at a restaurant in London. It has been circulating widely on various platforms, accompanied by claims suggesting that India is pursuing a contradictory foreign policy approach toward Russia.

Putin’s December 4 visit to India centered on strengthening bilateral ties through defense cooperation, energy agreements, and the establishment of a roadmap for strategic economic partnership extending to 2030. Against this diplomatic backdrop, the fabricated image appeared strategically timed to undermine India’s position.

Social media accounts operating from South Asia have been particularly active in spreading the false narrative. One account claimed, “Hypocrisy of New Delhi. India keeps quiet defence channels with Russia, yet open-source traces suggest NSA Ajit Doval visited London and met Kremlin critic Mikhail Khodorkovsky.”

Another account, identified as “The Whistle Blower” – reportedly based in South Asia and currently restricted in India – elaborated on the false claim, suggesting that the purported meeting represented “contradictory signalling” from New Delhi. The account has a history of distributing AI-manipulated content featuring Indian officials.

The allegations specifically suggest that India is maintaining overt partnerships with Moscow while secretly engaging with anti-Kremlin figures, potentially as a means of creating diplomatic leverage for future negotiations or positioning itself for potential power shifts within Russia.

Investigation by fact-checkers at NewsMeter revealed several key indicators exposing the fabrication. Most notably, no credible national or international news outlets have reported on such a high-profile meeting, which would certainly warrant significant coverage given the geopolitical implications. A meeting between a senior Indian government official and one of Putin’s most prominent critics would constitute major diplomatic news.

Though the AI-generated image demonstrates the advancing sophistication of such technology – with fewer obvious visual anomalies than earlier generations of fake images – careful examination still revealed inconsistencies. Both Doval and Khodorkovsky appear noticeably younger and fitter in the fabricated image compared to recent authentic photographs of both men.

Technical analysis provided further confirmation of the deception. The circulation of this sophisticated fake image highlights growing concerns about the use of artificial intelligence to fabricate visual “evidence” of nonexistent events for geopolitical purposes. NewsMeter’s investigation suggests the fabrication originated from propaganda accounts linked to Pakistan, with the apparent intent to sow discord and undermine India’s bilateral relationship with Russia.
