In the aftermath of Saturday’s shooting involving an Afghan national at a Texas military base, questions have intensified about how the gunman entered the United States and whether proper vetting procedures were followed.

The incident, which occurred at a National Guard facility near El Paso, has reignited debate over immigration policies and security protocols for individuals evacuated during the 2021 U.S. withdrawal from Afghanistan.

Federal authorities have identified the suspect as a 26-year-old Afghan citizen who arrived in the United States following the chaotic withdrawal of American forces from Afghanistan nearly three years ago. The suspect allegedly opened fire outside the military installation before being neutralized by security personnel. Two National Guard members sustained non-life-threatening injuries.

Congressional Republicans have swiftly pointed fingers at the Biden administration, claiming the shooting represents a failure of proper immigration screening. However, a closer examination of timeline details reveals that the suspect was actually admitted to the U.S. during the final months of the Trump administration in early 2021, before the fall of Kabul.

“This is becoming a pattern where initial claims about immigrants involved in violent incidents are later contradicted by factual evidence,” said Dr. Elizabeth Hoffman, a security policy expert at Georgetown University. “The politicization of these events often obscures the actual systemic issues that need addressing.”

Department of Homeland Security records indicate the suspect entered through a Special Immigrant Visa program designed for Afghans who assisted U.S. forces during the two-decade military engagement in Afghanistan. Such visa recipients typically undergo multiple security checks, including biometric screening and in-person interviews.

The FBI’s Joint Terrorism Task Force has taken charge of the investigation. Preliminary findings suggest the suspect may have become radicalized after arriving in the United States, though officials caution that the investigation remains ongoing.

“What we’re seeing is the challenge of identifying potential threats that develop after individuals have already been admitted to the country,” said former DHS official Robert Martinez. “No vetting system, regardless of which administration implemented it, can predict future behavior with complete certainty.”

The shooting has complicated already tense immigration debates in Washington. The incident comes as Congress debates supplemental security funding that includes provisions for additional resources to vet and monitor individuals admitted through special programs from high-risk regions.

Security protocols for the roughly 76,000 Afghan nationals evacuated during Operation Allies Welcome have been a persistent point of contention between the two major political parties. A 2022 inspector general report identified gaps in the screening process but noted that improvements had been implemented since the initial evacuation.

“We need to be careful not to let isolated incidents, however serious, drive policies that could harm thousands of innocent people who followed proper channels and have become productive members of American society,” said Fatima Sadat, director of the Afghan-American Coalition, a nonprofit supporting Afghan refugees.

Statistics from the Department of Homeland Security indicate that violent crimes involving Afghan evacuees remain exceedingly rare. Of the tens of thousands admitted since 2021, fewer than two dozen have been charged with violent offenses—a rate lower than the general U.S. population.

El Paso Mayor Daniel Rodriguez has called for unity following the incident. “While we must prioritize the safety of our community and military personnel, we should also resist rushing to judgment about entire groups of people based on the actions of one individual,” he said at a press conference Sunday.

The White House has promised a thorough review of the vetting process for special immigrant visa holders while emphasizing that the vast majority of Afghan allies resettled in the United States have integrated peacefully into American society.

As the investigation continues, security has been enhanced at military installations across the country. The Pentagon has announced a comprehensive review of base security procedures, expected to be completed within 60 days.
