U.S. Presidential Advisor’s 2019 Russia Comments Resurface Amid Venezuela Operation

Former Trump advisor Fiona Hill’s testimony about a proposed Russia-backed “swap arrangement” between Venezuela and Ukraine has gained renewed attention following the U.S. capture of Venezuelan President Nicolás Maduro.

During a 2019 deposition as part of Trump’s first impeachment inquiry, Hill explicitly stated that Russia had been signaling interest in a geopolitical trade: reduced U.S. influence in Ukraine in exchange for Russia pulling back from Venezuela.

“The Russians at this particular juncture were signaling very strongly that they wanted to somehow make some very strange swap arrangement between Venezuela and Ukraine,” Hill testified before the House foreign affairs, intelligence and oversight committees in October 2019.

Hill’s comments, which recently circulated widely across social media platforms including Instagram, Facebook, and X (formerly Twitter), have prompted speculation about whether such an arrangement influenced the Trump administration’s January 2026 operation in Caracas.

During that mission, U.S. forces captured Maduro in a nighttime raid that reportedly left dozens of Cuban officers dead. The operation marked a significant escalation in U.S. policy toward Venezuela, which had long been experiencing political turmoil and economic collapse under Maduro’s leadership.

In her 2019 testimony, Hill elaborated on Russia’s diplomatic positioning: “In other words, if we were going to exert some semblance of the Monroe Doctrine of, you know, Russia keeping out of our backyard… they were basically signaling: You know, you have your Monroe Doctrine. You want us out of your backyard. Well, you know, we have our own version of this. You’re in our backyard in Ukraine.”

The Monroe Doctrine, established in 1823, has been a cornerstone of U.S. foreign policy that traditionally asserts American dominance in the Western Hemisphere while discouraging European powers from interfering in the region.

Following the Venezuela operation, President Trump explicitly referenced this doctrine during a news conference, accusing Venezuela of “hosting foreign adversaries in our region” and declaring that “American dominance in the Western Hemisphere will never be questioned again.” Trump even suggested he had expanded upon the historic policy, stating, “The Monroe Doctrine is a big deal but we’ve superseded it by a lot… They now call it the Donroe Doctrine.”

Despite the speculation, there is currently no independent verification that the U.S. actually executed the swap arrangement Hill described. Current U.S. policy toward Ukraine suggests continued American involvement rather than withdrawal. In January 2026, Ukraine met with European allies to discuss a U.S.-led 20-point peace plan that would involve at least 15 years of “security guarantees” from the United States.

Social media users have nonetheless drawn connections between Hill’s testimony and recent events, with one X user characterizing the Venezuela operation as “transactional Trump deal-making, first and foremost.
