Philippine Statistics Authority Warns of Fake Cash Assistance Scams Targeting National ID Holders

The Philippine Statistics Authority (PSA) has issued an urgent warning about fraudulent schemes circulating on social media that falsely promise cash assistance to national ID holders. These scams, which have gained significant traction online, are luring unsuspecting citizens to share personal information and follow suspicious links.

Two viral videos posted by a Facebook page called “Malasakit News Update: Balitang Sapat, Serbisyong Totoo” on February 4 have collectively amassed over 590,000 views. The posts claim that individuals with a national ID can receive between ₱10,000 and ₱20,000 in financial assistance simply by registering through provided links.

In one video, a narrator announces: “Everyone with a national ID will be given ₱20,000 cash assistance from our management. Just register through the link in our post, share the video ten times, and you must follow our page.” The second video follows a similar pattern, promising ₱10,000 to national ID holders who complete similar actions.

Despite containing disclaimers stating the supposed aid is not connected to any government agency, the videos utilize AI-generated footage designed to mimic legitimate news broadcasts. They also incorporate official symbols like the Philippine flag and logos resembling government departments, potentially misleading viewers about their authenticity.

The PSA has categorically stated that no such cash assistance program exists for national ID holders. “Being registered to PhilSys and/or having the national ID does not automatically make an individual eligible to receive any cash benefits from the government, such as social protection programs,” the agency clarified in a public advisory.

Investigation reveals the registration links in these posts are fraudulent, directing users to unrelated e-commerce websites. More concerning is that these scams encourage users to share sensitive personal information in public comment sections, potentially exposing them to phishing attacks and identity theft.

The first video has garnered over 10,700 likes, 4,800 comments, and 13,000 shares, while the second has attracted more than 3,100 likes, 1,700 comments, and 4,700 shares. Many social media users have already complied with the instructions, sharing personal details in comment sections.

The Philippine Identification System (PhilSys) National ID serves as the government’s centralized identification system for Filipino citizens and resident aliens. While this ID is recognized as valid proof of identity for government transactions, including applications for legitimate assistance programs, simply holding the ID does not automatically qualify individuals for any benefits. Each government aid program maintains its own specific eligibility requirements.

The PSA reminds the public that official registration for the national ID is conducted only at designated PSA registration centers and is completely free of charge. Citizens are encouraged to report any fraudulent activities related to PhilSys through the agency’s official channels.

Those found exploiting the PhilSys system for fraudulent purposes face severe penalties under Republic Act 11055, including fines ranging from ₱1 million to ₱3 million and imprisonment from three to six years.

As digital scams continue to evolve, authorities urge citizens to verify information through official government channels and remain vigilant against suspicious offers, particularly those requiring personal information or promising financial benefits that seem too good to be true.
