Senator Francis “Kiko” Pangilinan remains in office despite false claims of Senate ouster, fact-checkers confirm. A YouTube video circulating on social media has falsely claimed that Senator Francis “Kiko” Pangilinan was removed from his Senate position following an alleged confrontation with Senator Raffy Tulfo.

The video, posted on November 21 by the YouTube channel “Boss Balita TV,” has generated over 33,000 views and hundreds of comments. It features a misleading caption in Filipino that translates to: “Tulfo slammed Kiko! Raffy Tulfo was intense! Removed from the position! Fired from the post! Just recently appointed!”

The content falsely alleges that Senator Tulfo used profane language toward Pangilinan after the latter supposedly defended corruption within the National Irrigation Administration (NIA). However, an investigation into these claims reveals them to be entirely fabricated.

Official Senate records confirm that Senator Pangilinan continues to serve as an active member of the Philippine Senate. On December 15, he was documented as present during the 34th Senate Session, and on December 16, he publicly commented on Senator Panfilo Lacson’s statement regarding alleged errors in the Department of Public Works and Highways’ proposed 2026 budget.

The Philippine Constitution establishes clear procedures for removing senators from office. According to Article VI, Section 16 of the 1987 Constitution, members of either chamber of Congress can only be expelled “with the concurrence of two-thirds of all its Members.” No such vote or proceedings have occurred regarding Senator Pangilinan.

What the video appears to reference, albeit inaccurately, is a genuine Senate budget deliberation that took place on November 20. During this session, Senator Tulfo questioned NIA officials about issues with the Bulo Small Reservoir Irrigation Project in Bulacan province. Senator Pangilinan, who was sponsoring the NIA budget, participated in this discussion while Tulfo interrogated agency representatives. However, the exchange did not include the confrontation described in the video, nor did it result in any disciplinary action against Pangilinan.

This incident highlights a growing trend of misinformation on social media platforms, particularly YouTube, where channels sometimes employ sensationalist headlines and fabricated content to attract viewers. The tactic of using attention-grabbing titles coupled with false claims about public officials has become increasingly common in the Philippine digital landscape.
