Fact Check: Video Showing Election Commissioner Bowing to Home Minister Shah Proven to be AI-Generated

Election integrity concerns have reached new heights in India following the Bihar Assembly elections, with several opposition parties, including the Congress, raising serious questions about the Election Commission’s impartiality. Amid this charged political atmosphere, a controversial video began circulating on social media purportedly showing Chief Election Commissioner Gyanesh Kumar bowing at the feet of Home Minister Amit Shah.

The video, which quickly went viral, was accompanied by inflammatory commentary on Facebook and other platforms. One user wrote in Hindi: “The Election Commission at the feet! Those who want to know why such results came in the Bihar elections can watch this video and understand the truth. In this video, the supreme sycophant, Chief Election Commissioner Gyanesh Kumar, is seen kissing the feet of his master.”

The post further claimed that Kumar had previously served as Shah’s personal secretary, suggesting a compromised relationship between the election authority and the ruling party. “Those who are supposed to protect democracy while holding constitutional posts in India are brutally murdering democracy,” the post concluded.

However, a thorough investigation by fact-checkers has conclusively determined that the video was fabricated using artificial intelligence tools and does not depict a real event.

Several telltale signs of manipulation were apparent to investigators. The video shows unnatural movements, such as one end of a ceremonial shawl appearing to move on its own as Kumar drapes it over Shah. Additionally, both officials hold each other’s hands for an unnaturally prolonged period, another indicator of digital manipulation.

Using reverse image search technology, investigators located the original photograph that served as the base for the manipulated video. The authentic image, found on the website Content Garden, shows Kumar presenting Shah with a ceremonial shawl during an event in 2023, when Kumar was serving as Secretary in the Ministry of Cooperation – not as the Chief Election Commissioner.

The original footage came from a November 8, 2023, national symposium in New Delhi promoting organic products. The event, organized by National Cooperative Organics Limited, featured Home Minister Shah as the chief guest. Video documentation of the ceremony, available on the YouTube channel of Krishi Jagran Business, shows Kumar honoring Shah by presenting him with a shawl and bouquet, but without any of the deferential bowing depicted in the manipulated video.

Technical analysis using AI detection tools further confirmed the forgery. WasItAI, a specialized software designed to identify artificially generated content, flagged the video as being created through artificial intelligence.

The circulation of this fabricated video comes at a particularly sensitive time in Indian politics. The Bihar Assembly elections have become a flashpoint for debates about electoral fairness, with opposition parties questioning the Election Commission’s conduct. The video appears designed to reinforce narratives about institutional bias favoring the ruling party.

This incident highlights the growing challenge of AI-generated misinformation in political discourse. As artificial intelligence tools become more sophisticated and accessible, their potential to create convincing false narratives threatens to undermine public trust in democratic institutions.

Election Commission officials have not yet commented specifically on this falsified video, though the organization has previously emphasized its commitment to maintaining political neutrality in administering elections.

Media literacy experts continue to urge the public to approach viral political content with caution, particularly during contentious election periods when misinformation tends to proliferate across social platforms.
