She emphasized that many providers operate without substantial financial reserves, making even short funding gaps potentially devastating.
According to reports, the Title X review team consists of just 10 staff members who must evaluate dozens of nationwide grant applications within seven business days to meet the April 1 funding deadline—a nearly impossible task.
Neither the White House nor HHS has publicly explained the reasons behind the delayed application process, but the Trump administration’s history with Title X suggests a pattern of hostility toward the program.
In 2025, Trump proposed completely defunding Title X in his 2026 budget proposal. His administration also temporarily withheld 22 Title X grants in 2025—affecting 865 family-planning services and an estimated 842,000 patients—before reversing course after the ACLU filed a lawsuit on behalf of NFPRHA.
