The political firestorm surrounding the national budget scandal intensified this week as false information circulated online claiming former House Speaker Martin Romualdez had released damaging evidence against President Ferdinand Marcos Jr.

A misleading video that has garnered over 221,000 views since its April 24 posting falsely depicts Romualdez wielding a flash drive containing alleged evidence implicating Marcos in corruption. The video’s thumbnail shows a doctored image of Romualdez holding both a flash drive and a folder labeled “confidential evidence,” alongside dramatic text urging Vice President Sara Duterte to “take over.”

Fact-checkers have confirmed that no credible reports exist of Romualdez releasing such evidence against Marcos, who is his cousin. The video misrepresents Romualdez’s actual statement regarding allegations of corruption in the national budget process.

In his actual public statement, Romualdez defended himself against accusations that he masterminded a corruption scheme in government funding. He made no reference to possessing evidence against the President, nor did he directly name Marcos in his remarks.

“The national budget does not depend on just one person,” Romualdez stated in his genuine response. “The budget does not begin in the House. It begins in the executive. The agencies and departments prepare their proposals. The executive consolidates them into the national expenditure program, and that program is then submitted to Congress.”

Romualdez further explained that large-scale corruption would necessarily involve the execution phase of budgetary spending: “If corruption were to occur, in a magnitude made known to us over the past months, then it’s clear that real corruption does not happen at the level of general legislative approval alone. It happens at the level of execution of the General Appropriations Act.”

The misleading video contains internal contradictions. While its thumbnail claims Romualdez had already disclosed evidence against Marcos, the narrator instead suggests that such a disclosure was imminent, citing an unnamed “reliable person” as the source.

The controversy stems from allegations connecting Romualdez to a flood control corruption and budget insertion scheme. Former lawmaker Zaldy Co had accused Romualdez of masterminding the insertion of P100 billion (approximately $1.75 billion) worth of projects into the 2025 national budget. In response, Romualdez denied these accusations and instead pointed to Co and former Senate President Chiz Escudero as “the two people who were instrumental in making those budget decisions.”

The presidential palace has stated it did not interpret Romualdez’s remarks as targeting President Marcos. Romualdez did authorize the release of his affidavit submitted to the Independent Commission for Infrastructure and a list of projects in his district, saying he wanted to “let the public scrutinize them.”

This incident highlights the ongoing tension within Philippine politics as investigations into alleged budget irregularities continue. It also demonstrates the growing problem of misinformation on social media platforms, where manipulated images and false claims can quickly reach hundreds of thousands of viewers.
