False social media posts claiming to show new ATM rules for seniors aged 60 and above have been identified as AI-generated misinformation, according to a recent fact-check investigation.
At least two YouTube videos and multiple Facebook posts have circulated since February 10, falsely alerting senior citizens about supposed new ATM regulations that would have taken effect on February 11. These fabricated claims specifically targeted older Filipinos, particularly Social Security System (SSS) and Government Service Insurance System (GSIS) pensioners.
The videos featured a woman posing as an official and warned seniors of supposed new protocols. One video caption read: “IMPORTANT ATM WARNING FOR SENIORS (60 YEARS AND ABOVE)! Starting February 11, there are new ATM cash withdrawal rules that all senior citizens, especially SSS and GSIS pensioners, need to know.”
Facebook posts spreading the same misinformation carried alarming headlines such as “ALERT ON ATM USERS FOR THOSE AGED 60 YEARS AND ABOVE!”
According to these fabricated rules, senior citizens would face a PHP 20,000 withdrawal limit and would only be permitted to access ATMs between 6 a.m. and 6 p.m. The posts also falsely claimed seniors would need to register their mobile numbers with banks to receive one-time passwords (OTPs) for transactions.
Verification with official sources revealed no such regulations exist. Neither the Bangko Sentral ng Pilipinas (BSP, the Philippines’ central bank) nor the National Commission of Senior Citizens (NCSC) has implemented any special ATM protocols targeting elderly citizens.
VERA Files, a fact-checking organization, conducted AI-detection tests on the circulating content, which revealed the video was 99.9% likely to be AI-generated, while the accompanying graphics were 98% likely to be deepfakes.
The most recent genuine banking regulation issued by the BSP came on September 19, 2025, regarding large cash transactions exceeding PHP 500,000, which applies to all bank clients regardless of age. This regulation aims to enhance financial security and transparency but does not single out senior citizens.
The timing of these fake videos appears to coincide with a legitimate February 9 announcement from the NCSC ordering the immediate processing of PHP 100,000 cash gifts for four Aeta centenarians who had not received their benefits in 2024. This real news may have been exploited as an opportunity to spread the misinformation about ATM rules.
As of the fact-check report, the false content had garnered significant engagement online. YouTube channels “SSS Philippine Update” and “Filipino Senior Update,” along with Facebook pages “Chaos Daily” (created October 18, 2025) and “Hot Balita Ngayon” (created November 13, 2025), had collectively accumulated over 28,500 views, 2,660 reactions, 1,827 comments, and 218 shares.
Banking experts warn that such misinformation can cause unnecessary anxiety among vulnerable populations, particularly older citizens who might be less familiar with digital banking systems. Financial literacy advocates recommend that seniors verify any banking policy changes directly through official bank communications or government websites rather than relying on social media sources.
The proliferation of such sophisticated AI-generated misinformation highlights growing concerns about the potential for technology to be weaponized to target specific demographics with false information that appears credible.
