The Philippines’ national ID authority has firmly rejected viral claims circulating on social media that promised free electricity and government subsidies to Filipinos with national IDs or COVID-19 vaccination cards.

The Philippine Statistics Authority (PSA), which manages the Philippine Identification System (PhilSys), issued a statement on May 7 dismissing these claims as completely false. The agency emphasized that possession of a national ID does not automatically qualify citizens for financial assistance programs.

“Having a National ID does not automatically qualify a person for receiving any type of aid or assistance,” the PSA clarified. “The granting of these benefits is based on existing policies, processes, and qualifications of each agency implementing these programs.”

The misleading information has spread widely across Facebook, primarily through pages disguised as legitimate news outlets with names like “PH Daily News Alert” and “Serbisyong Tapat News.” One particularly viral post has accumulated nearly one million views and thousands of shares, featuring a person posing as a news anchor who claims vaccine card holders can receive monthly electricity subsidies by completing an online registration form.

Similar deceptive videos targeting national ID holders have also gained significant traction, with one reaching over 57,000 views. Analysis using AI detection tools indicates these fabricated news segments are almost certainly generated by artificial intelligence, with SightEngine rating them as 99% likely to be AI-created content.

Security experts have identified the linked registration forms as potential phishing attempts. Link scanning tools reveal that these forms direct users to suspicious blog sites masquerading as government portals. Unlike official Philippine government websites, which use the gov.ph domain, these fraudulent sites employ different domain extensions to appear legitimate.

Cybersecurity service EasyDMARC has flagged these websites as likely phishing operations designed to harvest personal and financial information from unsuspecting citizens. Users who complete these forms risk exposing sensitive data to malicious actors.

The timing of these false claims coincides with ongoing public discussions about electricity subsidies for vulnerable populations, including low-income households and senior citizens. The deceptive posts appear designed to exploit genuine concerns about utility costs during a period when many Filipinos are struggling with rising prices.

This is not an isolated incident. Fact-checkers have previously identified similar schemes falsely promising government assistance programs to Filipino citizens. These scams typically follow a pattern of using fabricated news reports, misleading government branding, and requests for personal information through suspicious online forms.

Government agencies continue to urge citizens to verify information about assistance programs through official channels and to be wary of offers that seem too good to be true. The PSA recommends that Filipinos check the gov.ph domain when seeking information about government services and to report suspicious content to proper authorities.

For those concerned about legitimate assistance programs, the government maintains official websites and hotlines where citizens can verify their eligibility for various social welfare benefits without risking their personal information through unauthorized channels.
