In the swirl of social media controversy, a manipulated video falsely showing former Ako Bicol Representative Zaldy Co directly accusing President Ferdinand Marcos Jr. and former House Speaker Martin Romualdez of masterminding flood control corruption has gained significant traction online.

The AI-generated video, which has amassed 1.9 million views and thousands of shares since its November 14 posting, depicts Co saying, “Si Romualdez at si bangag ang utak sa lahat ng anomalya sa flood control” — with “bangag” being a derogatory term critics use to refer to President Marcos. The statement translates to: “Romualdez and [Marcos] are the masterminds behind all the anomalies in flood control projects.”

Digital forensic analysis has confirmed the video’s fraudulent nature. AI detection tools Deepware Scanner flagged it with a 99% probability of manipulation according to its Seferbekov model and 63% probability under its Ensemble model. Hive Moderation separately identified the content as 99.2% likely to contain AI-generated or deepfake elements.

While Co has indeed made serious allegations against both officials in authentic videos, he never made the specific statement shown in the manipulated clip. The timing of the fake video’s release coincided with Co’s publication of a three-part “tell-all” series on social media, creating confusion about what statements were genuine.

In his actual videos posted on November 14-16, Co did implicate both Marcos and Romualdez in alleged corruption. His third video claimed the pair received approximately P56 billion in kickbacks from flood control projects, contradicting the P21 billion figure mentioned by the Independent Commission on Infrastructure. He also accused them of orchestrating the insertion of P100 billion worth of projects into the 2025 national budget, with Marcos allegedly receiving P25 billion in kickbacks.

The controversy comes amid shifting political allegiances. Co was previously considered a close ally of Romualdez in Congress before becoming embroiled in corruption allegations himself. On November 18, the Ombudsman filed graft and malversation charges against Co regarding alleged irregularities in a P289.4 million flood control project in Naujan, Oriental Mindoro.

Malacañang has firmly denied Co’s allegations and challenged the former lawmaker, who is currently abroad, to return to the Philippines and make his claims under oath.

The spread of this manipulated video highlights the growing sophistication of AI-generated disinformation in Philippine politics. Many social media users appear to have accepted the fake video as authentic, with commenters expressing support for Co’s supposed direct accusations against the country’s highest officials.

This incident underscores the increasing difficulty in distinguishing between genuine and fabricated political content online, particularly as deepfake technology becomes more accessible and convincing. It also demonstrates how quickly such content can spread, potentially influencing public opinion before fact-checkers can respond.

As political tensions continue to rise around allegations of corruption in government infrastructure projects, media literacy experts warn that citizens must approach viral political content with heightened skepticism and verify information through multiple credible sources.
