Disinformation in Africa: Patterns, Threats, and the Fight for Truth

Disinformation campaigns across Africa have followed established patterns over the past 15 years, ranging from electoral manipulation to pro-coup narratives, according to fact-checking experts. These campaigns, often amplified through platforms like WhatsApp, Facebook, and TikTok, have become increasingly sophisticated and targeted.

“Africa Check was founded in response to an episode of anti-vaccine disinformation in northern Nigeria,” explains a senior fact-checker with the organization. The strategic nature of these campaigns shows how disinformation is being weaponized to influence public opinion across the continent.

Of particular concern is Russian-linked disinformation, which has proven remarkably adaptive to local contexts, especially in the Sahel region. Pro-Russian media outlets have mastered the region’s sociological landscape, exploiting historical wounds, identity frustrations, and sovereignty narratives to advance their agenda.

“Anti-Western narratives, fake articles, viral videos, and fabricated accounts circulate via local influencers, fake pan-African media outlets, infiltrated forums, and even algorithmic grooming techniques,” notes the expert. These tactics contaminate not only public discourse but also artificial intelligence databases, creating long-term impacts on information integrity.

The Sahel region has become what fact-checkers describe as “a laboratory for fabricating opinions that are not always based on facts.” Pro-junta, anti-UN, and anti-French narratives are recycled into popular formats and transmitted by actors who understand community dynamics and polarization levers.

Social media platforms play a crucial role in the spread of disinformation. While WhatsApp remains a primary channel in Francophone Africa, TikTok usage is “skyrocketing” according to observers. The pattern typically begins with rumors spreading in closed channels like WhatsApp and Telegram before migrating to more open platforms such as Facebook and YouTube.

Coordinated networks have been identified behind these campaigns. These networks often utilize fake accounts, automated cross-posting, and sometimes even media or institutional identity theft. France Médias Monde group’s media outlets have been victims of such impersonation on several occasions. The timing of these campaigns is strategic, typically launched during military coups, elections, or natural and health disasters.

The risks for those exposing disinformation tactics have escalated significantly. “A full-blown industry has sprung up behind pro-junta and pro-Kremlin narratives, with both local and transnational actors profiting from it,” says the fact-checker. In April 2023, Africa Check was targeted by a smear campaign linked to the BIR-C (Rapid Intervention Battalion – Communication) in Burkina Faso, identified as a pro-junta conglomerate active across multiple platforms.

Fact-checkers routinely face accusations of ideological bias, defamatory fabrications, and direct harassment. Some have been subjected to doxxing – the public posting of their personal details – and threats. In 2023, Malian journalists investigating the Wagner militia were accused of treason, highlighting the dangerous environment for media professionals challenging powerful narratives.

Complicating matters further, cybersecurity and fake-news laws are increasingly weaponized to intimidate or prosecute those who expose disinformation. Meta CEO Mark Zuckerberg’s comments earlier this year about the limitations of fact-checking on Facebook have been widely misappropriated to delegitimize fact-checking efforts.

In response to these challenges, fact-checking organizations are evolving their approach. “It must become a tool to resist narratives, deconstructing fabricated stories, expose disinformation tactics and strengthen trust,” the expert argues. This means moving beyond simple “verified or false” labels to offer contextual analysis and even pre-emptive “pre-bunking” counternarratives.

Fact-checkers are now working to establish a presence on platforms like TikTok, Telegram, and WhatsApp, producing audio content in local languages and collaborating with community partners. They are also adopting more proactive strategies by identifying coordinated networks, mapping narrative patterns, and exposing economic and geopolitical motives behind disinformation campaigns.

In the Sahel specifically, regional collaboration has become essential. “We’re working closely with the region’s fact-checkers through editorial collaborations and sharing sources and techniques,” the expert explains. “There is a real desire to make sure our Sahel colleagues are not left on their own.”

The situation demands a coordinated response that extends beyond individual fact-checks to reveal, analyze, and decipher region-specific disinformation patterns. As one fact-checker concluded, “What is happening in the Sahel inevitably has repercussions beyond the region; we must therefore coordinate our efforts despite the difficulties we face.”
